Dear Committee Members, I have reviewed the paving plans packet and wanted to provide some comments on the plans to help guide staff in the finalized plans. 1. Lincoln street traffic calming. As a resident of this corridor, I am thankful for having traffic calming provisions being considered in this paving project. Using the already scheduled paving plan as an opportunity to improve neighborhood safety and comfort is smart and logical. I have a couple additional suggestions that I hope do not require significant effort from staff to incorporate so they can also continue to focus on other deserving neighborhoods too. -Mission street has a small pocket park (Anholm Park) that is utilized frequently by many kids. In order to make the park safer, I think having speed humps on either side of the park would help keep vehicle speeds low and help prevent a collision in the event a kid comes out of the park into the street (chasing a ball, heading home by bike, playing chase, etc.). I think a couple additional speed humps will make the park that much more valuable of a resource. -Add bulb-outs on the corners. I have witnessed many drivers taking the corners at high speed. I have had several close interactions with drivers failing to properly yield or slow to safe speeds. The layout of these corners allow drivers to take corners at higher speeds. The proposed stop signs and speed humps should help the situation and I am grateful to see them. Since the city has included painted bulb outs in many other intersections, I am hoping that these can easily and cheaply be included along Lincoln too. Talking with many neighbors who live at or near the corners/intersections (including myself), most seem supportive to this idea. 2. Madonna/Oceanaire/Atascadero Intersection This is an important Safe Route to School intersection for students traveling by bike to/from Laguna Middle School along the Madonna corridor. The new sidewalk level two-way multi-use path is a huge improvement. Unfortunately the transition to/from the path is a bit awkward and needs some additional improvements than what is proposed in the current design. As I understand it from talking with parents riding their kids to school, the preferred bike route is to use Atascadero. Queuing cars along Oceanaire and high speed right turning vehicles from Madonna can make this intersection stressful to navigate. I would suggest adding a two-way cycle track similar to that of Nipomo/High/Hutton to facilitate the bicycle movements at this intersection. I believe that enough width is available for a 10ft cycletrack with a 3ft buffer. Only a few on-street parking spots would need removing to accommodate the cycle track. Considering this is a safe route to school, this seems like a pretty low sacrifice to improve safety of our children biking to school and help with our modal split goals. 1 3. Add bike corrals along Higuera and March street in the DT corridor. I see several new motorcycle parking sports, but cannot find any new bike corral locations. Sidewalks are frequently busy, so we should be providing additional bike parking locations to help keep our downtown sidewalk clear. It makes sense to locate bike corrals near mid block crossings and next to parklets which provide an extra layer of safety for those parking their bikes. 2 I appreciate your time and consideration of these comments.
