1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
February 15, 2022 at 6:00 p.m. by Mayor Stewart, with all Members present via
teleconference.
2. PLEDGE OF ALLEGIANCE
Council Member Shoresman led the Council in the Pledge of Allegiance.
3. PRESENTATIONS
3.a CITY MANAGER REPORT
City Manager Derek Johnson provided a report on upcoming projects and
a status update on COVID-19.
3.b TEEN DATING VIOLENCE ACTION AND PREVENTION MONTH
PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of February
as "Teen Dating Violence Action and Prevention Month" to Andy Cooper
and Zoe Meyer on behalf of Lumina Alliance.
3.c BLACK HISTORY MONTH PROCLAMATION
Mayor Stewart presented a proclamation declaring the month of February
as "Black History Month" to the Diversity Coalition San Luis Obispo
County.

5.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
5.b MINUTES REVIEW - FEBRUARY 1, 2022 COUNCIL MINUTES
Approve the minutes of the City Council meeting held on February 1,
2022.
5.c AUTHORIZATION TO ADVERTISE SANTA ROSA AT MONTEREY
INTERSECTION IMPROVEMENTS, SPECIFICATION NO. 1000559
1. Approve the project plans for Santa Rosa at Monterey Intersection
Improvements, Specification Number 1000559; and
2. Authorize staff to advertise for bids; and
3. Authorize the City Manager to award a Construction Contract pursuant
to Section 3.24.190 of the Municipal Code for the bid total, if the lowest
responsible bid is within the project budget of $1,000,000; and
4. Authorize the City Manager to execute Contract Change Orders in
excess of $100,000 if within the total available project budget.
5.d AUTHORIZATION TO ADVERTISE AREA 6 & 7 CURB RAMPS
CONSTRUCTION, SPECIFICATION NO. 1000558

1. Approve the project plans and specifications for Area 6 & 7 Curb
Ramps, Specification Number 1000558; and
2. Authorize staff to advertise for bids; and
3. Authorize the City Manager to award the Construction Contract
pursuant to Section 3.24.190 of the Municipal Code for the bid total, if
the lowest responsible bid is within the publicly disclosed funding
amount of $890,000; and
4. Adopt Resolution No. 11306 (2022 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, authorizing
use of Capital Projects Reserve Fund to support Curb Ramp
Construction Work for Area 6 & 7 Curb Ramps, Specification No.
1000558” and appropriate $1,000,000 from the Capital Projects
Reserve Fund to the Project Account 1000558; and
5. Approve a transfer of $1,000,000 from Streets Resurfacing and
Reconstruction Account (90346) to the Capital Projects Reserve Fund
on July 1, 2022; and
6. Authorize the City Manager to execute Contract Change Orders in
excess of $100,000.
5.e AUTHORIZE AN APPLICATION FOR THE MIOSSI CHARITABLE TRUST
GRANT
1. Approve a grant application in the amount of $10,795 to the Miossi
Charitable Trust for a project to study benthic macroinvertebrates in
the San Luis Obispo Creek watershed; and
2. If awarded, authorize the City Manager, or their designee, to execute
the grant documents and approve the budget changes necessary to
appropriate the grant.
5.f SECOND READING AND ADOPTION OF ORDINANCE NO. 1707 (2022
SERIES) AMENDING TITLE 10, CHAPTER 36 (STOPPING, STANDING
AND PARKING FOR CERTAIN PURPOSES OR IN CERTAIN PLACES)
TO REVISE THE PARKING PERMIT PROGRAM FOR COMMERCIAL
PROPERTIES
Adopt Ordinance No. 1707 (2022 Series) entitled, “An Ordinance of the
City Council of the City of San Luis Obispo, California, amending Title 10,
Chapter 36 (Stopping, Standing and Parking for Certain Purposes or in
Certain Places), of the San Luis Obispo Municipal Code.”

5.g AMEND THE 2022 COUNCIL MEETING SCHEDULE TO CANCEL THE
APRIL 5, 2022 CITY COUNCIL MEETING
Amend the 2022 City Council meeting calendar to cancel the Regular City
Council Meeting of Tuesday, April 5, 2022.

6.a FY 2021-22 MID-YEAR BUDGET REVIEW
Finance Director Brigitte Elke and Principal Budget Analyst Natalie Harnett
provided an in-depth staff report and responded to Council questions.

Second By Council Member Pease
1. Receive and discuss the Mid-Year Budget report based on revised
projections for all major funds at the mid-point of the 2021-22 fiscal
year; and
2. Adopt Resolution No. 11307 (2022 Series) entitled, “A Resolution of
the Council of the City of San Luis Obispo, California, approving
amendments to the adopted 2021-22 Budget Appropriations and
authorizing the City Manager to approve National Pollutant Discharge
Elimination System Permit Violation Settlements” and approve the
one-time and ongoing allocations as stated in the Mid-year Budget
Report including the annual Transportation Development Act
appropriation.; and

The City Council also provided direction to return with recommendations
to prioritize $4.5 million of ARPA funding towards housing and
homelessness and $100,000 for additional assistance to local non-profits.

6.b INTRODUCE AN ORDINANCE TO RENEW A FRANCHISE
AGREEMENT FOR EXISTING PIPELINES WITHIN THE CITY RIGHTS-
OF-WAY WITH PHILLIPS 66 PIPELINE LLC
Public Works Director Matt Horn and Administrative Analyst Paul Fields
provided an in-depth staff report and responded to Council questions.

Introduce Ordinance No. 1709 (2022 Series) entitled “An Ordinance of the
City Council of the City of San Luis Obispo, California, granting to Phillips
66 Pipeline LLC a franchise to construct, operate and maintain pipelines
for the transportation of oil, and other specified materials in the City of San
Luis Obispo” to renew a franchise agreement with Phillips 66 Pipeline LLC
for common carrier pipelines located in the City’s rights-of-way

Shoresman, Vice Mayor Christianson, and Mayor Stewart

7. LIAISON REPORTS AND COMMUNICATIONS
Council Member Pease noted the Groundwater Sustainability Commission will be
submitting the first annual report and comments are due February 23rd with a
follow up meeting March 9.
Mayor Stewart has a CAPSLO board meeting on Thursday. Congressman
Carbajal will be in town attending the Congressional Women of the Year award
on Thursday.

8. ADJOURNMENT
The meeting was adjourned at 10:07 p.m. The next Regular City Council Meeting
is scheduled for March 1, 2022 at 6:00 p.m. via teleconference.
