I’m the person.You don’t need to go through the portal.This email is sufficient for me to start an
investigation.I have other investigations in my queue right now,so could be a couple of months.I’ll
start by reviewing the collision reports for correctable collision patterns.Hopefully your police
department is good about checking the State Highway Related box on the TCR’s,otherwise our data
may not match yours.Can you send me a summary of what you show for collisions at these
intersections for 2018,2019,and 2020 when you get a chance?

I forgot to mention on my last response – we’ve been getting a lot of public feedback about
safety concerns at the Santa Rosa (Highway 1)/Highland intersection, particularly following
the tragic fatal collision there earlier this fall. Staff will be submitting a formal request for a
safety evaluation through the Caltrans online portal, but I’m wondering if we could arrange
a huddle between the City and Caltrans traffic safety staff to discuss some potential short-
term and longer-term options for that intersection, and perhaps the Santa Rosa (Hwy
1)/Foothill intersection as well, which gets flagged every year as a high collision-rate
intersection in the City’s traffic safety reports.
Who would be the best person on your end to coordinate this discussion with?

The last two times I’ve been driving east on Tank Farm around 10:30 p.m. at
night from Higuera to Broad, the video detection at Broad/Tank Farm has
picked me up just past the Mind Body signal. The light turns green for me right
away if no traffic on Broad, but I’m still too far to make the green in time if a
car comes along on Broad. If you have the time, can you check where the
vehicles are being detected on eastbound Tank Farm and/or increase the
minimum green time for Tank Farm?

Hello City Council,
My name is Zach Blocher, I'm a student at Cuesta Community College and I recently moved from San
Jose to SLO. I commute from SLO to Morro Bay every day and I can't help but notice a lack of
wildlife crossings across the highway. These would consist of tunnels or bridges which allow wildlife
to cross the highway without the danger of being hit. Every day I see at least 1 animal that has been
killed usually consisting of deer, coyote, rabbits, and many other mammals and reptiles that must
cross the highway. Wildlife crossings are relatively low cost to make especially with so much open
land along the highway, many problems could be solved by installing a few crossings. Not only can
wildlife be saved, but human lives can also be protected as animal collisions can be deadly especially
if they involve larger animals like elk and deer. The local environment is very important in keeping
SLO healthy and I believe a small investment to install wildlife crossing would be a wealth worth
pursuit. Additionally, I think it is important to mention that someone must also clean up dead
animals along the highway, a dangerous and unpleasant task. The three points I have mentioned are
my basis for writing this email as they provide valid reasoning for the installations of crossings to
protect our local wildlife. I appreciate the time taken out the councils day to hear my concerns and I
hope that action will be taken to protect our ecosystem.

Perfect, thanks Diane. I’ll have our staff gather our recent collision data to share. We also
had some recommendations we identified for Santa Rosa/Highland as part a Safe Routes
to School Plan we prepared a few years ago, which I’ll also share.
I’ve noticed that Caltrans has been installing the signal backplates with retroreflective
yellow tape at many of the other high-speed intersections around the County. I just saw a
few up on Highway 1 in Cambria and have noticed a few other signals at ramp intersections
with US 101 in South County lately. Would there be any possibility of pursuing something
like that at Santa Rosa/Highland as an interim measure if a more comprehensive safety
investigation is months away? Just curious.

I forgot to mention on my last response – we’ve been getting a lot of public feedback about
safety concerns at the Santa Rosa (Highway 1)/Highland intersection, particularly following
the tragic fatal collision there earlier this fall. Staff will be submitting a formal request for a
safety evaluation through the Caltrans online portal, but I’m wondering if we could arrange
a huddle between the City and Caltrans traffic safety staff to discuss some potential short-
term and longer-term options for that intersection, and perhaps the Santa Rosa (Hwy
1)/Foothill intersection as well, which gets flagged every year as a high collision-rate
intersection in the City’s traffic safety reports.
Who would be the best person on your end to coordinate this discussion with?

Hello Grace,
Thanks for sharing your concerns. Within the City, most of our traffic signals use video
detection, which should pick up smaller vehicles like bicycles, motorcycles and mopeds.
For other locations, we use inductive loop detectors embedded in the pavement, which can
sometimes require some adjustment to consistently pick up smaller vehicles.
Also, the specific intersections you mentioned along Santa Rosa (SR1) are actually
operated by Caltrans. I’ve cc’d Ken Vomaske from Caltran’s traffic signals group, who may
be able to help address your concerns at those particular intersections.

Honorable Council:
While you will be attending to the important task of choosing a new Mayor tonight, we ask you to add a life and
death matter to your agenda for discussion and action as soon as possible. I refer to the tragic and unnecessary death
of a beautiful soul, a 17 year old lad, in a car accident recently at the corner of HIghland and Highway 1.
Finnigan was killed while lawfully moving forward to turn left onto HIghway 1 from HIghland. An elderly man
from Morro Bay sped up the highway and ran the light killing Finnigan, a SLO resident. This junction has been the
scene of other accidents, and is a vulnerable junction. Many Cal Poly students use it throughout the day each and
every day, not to mention many local residents. For years the question has been raised as to why the speed limit on
Highway 1 from north to south culminating to this junction and being designated Santa Rosa has not been reduced
much earlier on the northern end, advising motorists of the abrupt change to a city street and a college/neighborhood
junction busy with vehicles, cyclists, pedestrians.
The City could reduce the speed already at the Cal Fire site where it enters Highway 1, with warning signs in
advance of the changed zone.
Even better would be working together with the County to reduce the speed after the light of the Mens´ Colony
where the HIghway starts to rise. A warning sign should be posted ¨35 mph zone ahead¨. Reducing speed well in
advance of the junction should be a matter of urgent attention.
Why should change have to happen after a tragic death, so often the case? I wish I had raised the issue much earlier
so that Finnigan would still have his life ahead of him. Now with Cal Poly back on campus, and the College
Highland neighborhood inundated with young residents using this corridor, we ask you to demand a review of the
safety issues of the junction. Other junctions are also a matter of importance, like Foothill/N. Chorro/Broad, where
fatal accidents have occured. At this present time it is increasingly unsafe at the latter junction due to the ongoing
massive construction at the corner of Foothill and N. Chorro.

Subject:Santa Rosa and Boysen request
Hello Mr.Hudson,
I recently completed a Table C generated traffic safety investigation at the intersection of Santa Rosa
and Boysen Avenue and discovered the City is responsible for maintenance of the median at this
location.We’re requesting the plantings and trees between Foothill and Highland be trimmed to
improve the sight distance at Boysen Avenue.Please let me know when the work is completed so I
may close out this investigation.Feel free to contact me if you have any questions or need more
information.

Hi Diane – Thanks for sharing. I’m looping in our Park Maintenance Supervisor, Adam
Basden, who manages the City’s median landscaping contract. Since no good deed goes
unpunished, I’d like to float a request your way as well – the shrubs and tree branches
along the westbound side of Madonna Road crossing over US 101 and approaching the
Madonna/US 101 SB Ramps intersection have been encroaching further and further into
the bike lane, making it difficult for cyclists to travel without having to veer into the adjacent
auto lane. Could you please pass this concern on to Caltrans landscape maintenance
staff?

If you have other maintenance concerns like potholes,trees,signal lights out,etc,you can always
use this website to report them:https://csr.dot.ca.gov/I don’t always know who the right person is
to address certain problems,so this is a good way to get it to the right person in a timely fashion.I
guess I could have done the same thing by using the City’s website,but I like talking to you Plus I
thought you might have some more pull to get it done sooner rather than later.
