Thank you. The signage should make it clear that the bike lane is closed. The bike lane is not a safe
place to ride with uneven piles of asphalt and strewn debris. Plus many bicyclists feel unsafe riding
across metal plates. Bicyclists have to ride close to the center line, which is going to make the
aggressive drivers crazy. Share the road signs, a speed limit sign of 10-20 mph is seriously needed.
We're a gold-level Bicycle Friendly City and need to hold contractors accountable.
Image F shows debris in the bike lane south of the metal plates. This contractor has shown time and
time again that he does not care about bicyclist safety. I have submitted at least six complaints about
debris because the contractor is saving money by not sweeping, Why is this behavior and the fact
the contractor couldn't be bothered with posting signs after creating a hazardous conditions
acceptable?

Hazardous condition for bicyclists on southbound Orcutt Road at Johnson for approximately one-
eighth of a mile. Metal plates have been installed in the travel lane and asphalt was slopped into
the bike lane to hold them in place. The bike lanes are not rideable. There are no warning or share
the road signs. I have pictures that underscore this hazard for people riding bikes.

This morning a contractor working on the West Creek project hit a gas main on Orcutt
Road. The gas leak resulted in PGE and city crews evacuating a few homes on Orcutt
Road. In addition, the following street closures were implemented for public safety and to
facilitate repairs.
Johnson and Tanglewood
East bound traffic at Orcutt and Laurel Lane
Northbound traffic on Orcutt at Tank Farm
Gas was shut down, City crews implemented street closures, Fire Department completed
their safety checks and assistance on location. KSBY was on site and did news coverage.
PGE is completing repairs – estimated to be complete 2 hours from now. Those evacuated
from homes are being returned now. Should be no impacts to traffic later this afternoon, or
to people trying to access the Holiday Parade downtown.

Hello Sandra,
I believe the meeting this evening will shine some light on the processes and procedures at
which noticing had been provided (to the mobile home manager). Dust control measures
have been implemented in accordance with the Air Pollution Control District (APCD). I have
informed the inspectors to notify me of any violations, one of the inspectors will be in
attendance at the meeting to answer questions regarding standard construction practices.
The blocking of driveways is absolutely a concern but it makes it very hard to enforce
without evidence, anytime things like that occur pictures should be taken for the record to
establish adequate repercussions, the inspectors are well aware to keep their eyes out for
this as well.

Have you been effected by Orcutt rd Construction? Meet with the builders tomorrow!!!
Hello Orcutt Neighbors, We have all been effected in some way by the Noveno project on Orcutt
Rd. Robbins Reed has done a terrible job at informing our neighborhood of water outages,
power outages and have not kept our streets cleaned. We have had to deal with dust, dirt,
rocks, tractors blocking driveways and streets, gas leak which led to an evacuation, yellow
water coming from our drains and many more inconveniences. Robbins Reed has not once
informed us of what is to come and have not kept our streets cleaned. It’s time to voice our
frustration to them and the city and see if we can make a change. Please join me and other
neighbors tomorrow Wednesday October 9th at 5:30 at our home 1450 Orcutt Rd. We will have
a representative from Robbins Reed as well as the city here. Reply if you will be joining us

Kyle,
With your Neighborhood Planner had on... Who was the planner on this project and is that the person who should be
coordinating between the residents and Robbins|Reed? If not, who?
From Nextdoor:
The West End project at the Corner of Johnson & Orcutt Road has got our Mobile Home Entrance blocked off
from the only fire hydrant available to us! Our water has been turned off & power with no notices! Frustrating!!
Distracting!! Dust! Valley fever spores!! My neighbor was trying to sell their mobile for awhile now! They never
get any lookers when the people see all the construction going on! But yet, living on this side of the rail road tracks
and so close to the French Hospital & Sinsheimer School is the Best!!"
Frank, I have been very frustrated with this project as well. I spoke with the men in charge at Robbins Reed and
after much complaining they have finally agreed to meet with the neighborhood so that we can voice our
complaints. Taylor at a Robbins Reed will be hosting the meeting. I am reaching out to any neighbors who would
like to come. Right now it looks like we will be having the meeting in the evening this week. I need to confirm a
time with Taylor but I will let you know. Please spread the word. There are many of us who have been effected by
the construction"
Thanks,
Sandy
