SUBJECT: ITEM 5E – AUTHORIZATION TO ADVERTISE TRANSIT FACILITY EV
CHARGING INFRASTRUCTURE
Staff received the following paraphrased questions from Council regarding the Transit
Facility Electric Vehicle Charging Infrastructure Project, Specification Number 1000535.
This correspondence addresses those questions.
1) Question: What are ZEBs?
Answer: ZEBs is an acronym for Zero Emission Buses. The two electric buses the
City is acquiring in 2022 are both zero emission buses (ZEBs) that will replace two
aged diesel transit buses.
2) Question: Where are ChargePoint EV chargers installed and are these
chargers supported by an app that can be use throughout the state?
Answer: ChargePoint chargers have been installed at the Marsh Street Parking
Structure and the City Hall Parking Lot. ChargePoint chargers are also planned to
be installed at the Corporation Yard to support the City’s Electric Vehicle
expansion. ChargePoint does provide a mobile application that can be used by the
public to access EV charging stations in addition to complimenting and creating a
charging ecosystem should a ChargePoint be installed as a home charger . The
City currently has a contract with ChargePoint for the public chargers installed at
the Marsh Street Parking Structure. At this time there is no plan to use a mobile
application at the Transit Facility as these are not open to the public for use.
3) Question: From the Financial Section of the staff report, it seems like we will
be able to more than cover the costs of these two chargers (1.3 mil) without
the use of Transit Fund (including the ARPA, LCTOP and rebates from PG&E
and APCD), so why is budget from the Transit Funds included in this project?
Answer: Staff is currently pursuing multiple grant opportunities, rebates, and
reimbursement opportunities for this project. The Fiscal Impact section of the
report is intended to show Council that the project has multiple funding options and
staff will utilize available budget to complete the project. Some funding sources are

in the form of rebates and reimbursements and may not be provided prior to the
completion of the project. In this case these funds will be used to reimburse the
Transit Fund and support future projects. If enough funding is secured outside the
Transit Fund prior to the start of work, the remaining project budget will be returned
to the Transit Fund for future projects and expenses.
