Dear Active Transportation Committee, I am writing to request that a pedestrian hybrid beacon be installed at South/King so that Hawthorne Elementary School students have a safe route to school and so that adjacent low-income residents on the north side of South Street have a safe crossing to their closest park (Meadow Park) and South Hills Open Space. Hawthorne has the highest rate in the city of students qualifying for free or reduced lunch. As is common with disadvantaged communities, language and other barriers limit their voices being heard and their needs can go unmet for years. In the staff report for this agenda item, there is discussion about installing a pedestrian hybrid beacon near Sinsheimer elementary, but there is no provision for a similar project for crossing South at King, a location with higher traffic volume (17,408 daily motor vehicle volume) than the Sinsheimer project (14,815 daily motor vehicle volume). Crossing South at King has long been a safety hazard, including being the location where a second-grade pedestrian, Kimberley Macias, was hit by a car and killed in 2005. Several years ago, SLOCOG created the attached Safe Routes To School map that unintentionally highlights the need for a safe crossing at South/King for low-income residents. More recently, this past fall the Walk To School route with adult crossing volunteers was modified to not cross South at King due to the principal’s concern for student safety.
