Review of a new 79,492 sf, three- and four-story project
consisting of 59 rooms between two structures, including
several exceptions to development standards, located
within the Planned Development Overlay for the
Residential Care Facility known as the Villages.
February 9, 2022

Recommendation
Find the project consistent with the General Plan,
Community Design Guidelines, and Zoning Regulations
to approve the project and adopt the Mitigated Negative
Declaration, subject to mitigation measures, findings
and conditions.

Background
4
The Villages development was originally approved on January 4,
1965.
On April 27, 1988, the project was amended to include a third
structure known as The Gardens.
On May 20, 1997, the plan was amended to convert the project
from student housing to a residential care facility.
On October 13, 2004, the project was amended to include two
new structures to replace the parking lot between Old Garden
Creek and ‘The Palms’ along Ramona and provide a two-story
parking garage along Palomar. However, the project has since
expired.

Previous Review

On October 25, 2021, the Tree Committee reviewed the proposed
tree removals and compensatory planning plan, recommending
that the Planning Commission find the plan consistent with the
Tree Removal Ordinance.
On November 1, 2021, the ARC reviewed the project, and
continued the project to a date uncertain, and provided eleven
directional items for the applicant and staff to address in the
project plans.
On December 6, 2021, the ARC reviewed the project and
identified the development consistent with the Community Design
Guidelines, recommending approval of the project to the PC with
two minor design suggestions.

Environmental Review

The IS-MND identifies that the project would potentially affect
the following environmental factors unless mitigated:
•Air Quality
•Biological Resources
•Cultural Resources
•Greenhouse Gas Emissions
•Hazards and Hazardous Materials
•Hydrology and Water Quality
•Land Use and Planning
•Noise
•Tribal Cultural Resources
•Utilities and Service Systems
Mitigation measures have been identified to reduce these
potential impacts to less than significant.
Recommendation
Find the project consistent with the General Plan,
Community Design Guidelines, and Zoning Regulations
to approve the project and adopt the Mitigated Negative
Declaration, subject to mitigation measures, findings
and conditions.
