ZONING CODE ANALYSIS
PROJECT DESCRIPTION
The Project site is located within the Higuera Commerce Park Specific Plan and consists of a single,
two-story commercial building comprised of 13,138 square feet of gross ground floor area and 3,603
square feet of gross second floor area for a total of 16,741 total gross square feet. The use of the
building is anticipated to be 80% manufacturing/industrial and 20% supporting office space. The
Project site is currently a vacant, undeveloped lot with existing utility cabinets on the southeast corner
of the site. A lot line adjustment is also being processed with the city between the 3490 Empresa site
and the adjacent 3474 Empresa site, which is under common ownership. A small, 343 square feet
building will be removed on the portion of the site that will move from 3474 to 3490 Empresa upon the
recording of the lot line adjustment. The Project includes a surface parking lot, landscaped areas
around the buildings and outdoor patios for employee break space.
STATEMENT
The project development team is requesting an exception to the 50% lot coverage standard as stated
in the Specific Plan. The actual lot coverage proposed is 55%. This exception is provided for in the
Specific Plan. A 10% parking reduction is being requested. An exception to the minimum street yard
dimension is being requested in two areas in order to allow for a corner tower as an architectural
feature. The proposed building has two corner towers above 20 feet in height, a portion of which sits
behind the 15 feet setback line, but within the 20 feet setback line.
