The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not be
supported. For those attending in-person, the Council Chamber will be at limited capacity and masks
are strongly recommended. Council meetings may be viewed remotely on Chanel 20 and the City's

INSTRUCTIONS FOR PUBLIC COMMENT:
Public Comment prior to the meeting (must be received 3 hours in advance of the meeting):
Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990
Palm Street, San Luis Obispo, California, 93401.
Email - Submit Public Comments via email to emailcouncil@slocity.org. In the body of your
email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. All voicemails will be forwarded to the Council Members and saved as
Agenda Correspondence. Voicemails will not be played during the meeting.
*All correspondence will be archived and distributed to councilmembers, however, submissions
received after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the meeting,
you must be present in the Council Chambers. Zoom participation will not be supported. The
Council Chambers are located in City Hall, 990 Palm Street, San Luis Obispo.
Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy,
members of the public who desire to utilize electronic visual aids to supplement their oral
presentation are encouraged to provide display-ready material to the City Clerk by 12:00 noon
on the day of the meeting.

1.CALL TO ORDER
Mayor Erica A. Stewart will call the Regular Meeting of the San Luis Obispo City Council to
order.
2.PLEDGE OF ALLEGIANCE
Council Member Jan Marx will lead the Council in the Pledge of Allegiance.
3.PRESENTATIONS
3.a.PROCLAMATION - SEXUAL ASSAULT ACTION MONTH
Mayor Stewart will proclaim the month of April as "Sexual Assault Action Month."
3.b.PROCLAMATION - PERFORMING ARTS CENTER 25TH ANNIVERSARY
Mayor Stewart will present a proclamation acknowledging the 25th anniversary of
the Performing Arts Center
3.c.PROCLAMATION - WORLD WAR II COMMEMORATION WEEK
Mayor Stewart will proclaim the week of April 24 - 30, 2022 as "World War II
Commemoration Week."
3.d.CITY MANAGER REPORT
Receive a brief report from City Manager Derek Johnson.
4.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
Not to exceed 15 minutes. The Council welcomes your input. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to
follow up on such items.
5.CONSENT AGENDA
Not to exceed 15 minutes. Matters appearing on the Consent Calendar are expected to be
non-controversial and will be acted upon at one time. A member of the public may request
the Council to pull an item for discussion. Pulled items shall be heard at the close of the
Consent Agenda unless a majority of the Council chooses another time. The public may
comment on any and all items on the Consent Agenda within the three-minute time limit.
Recommendation:
To approve Consent Calendar Items.
5.a.WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
5.b.ACKNOWLEDGEMENT OF REGIONAL TRANSIT AUTHORITY’S COMPLIANCE
WITH PROJECT CONDITIONS OF APPROVAL
Recommendation:
Authorize the City Manager to execute a “Project Condition Acknowledgement
Agreement” with the San Luis Obispo Regional Transit Authority (RTA)
acknowledging RTA’s compliance with Resolution No. PC-1007-19 Conditions of
Approval 43 and 45 by paying a fee to satisfy its obligation to construct a portion of
the future Elks Lane.
5.c.MINUTES REVIEW - MARCH 15, 2022 AND MARCH 23, 2022 COUNCIL
MINUTES
Recommendation:
Approve the minutes of the City Council Meetings held on:
•March 15, 2022 - Regular Meeting
•March 23, 2022 - Special Closed Session Meeting
5.d.2022-2023 ROAD MAINTENANCE RECOVERY ACT (SB1) FUNDING AND
PROJECTS
Recommendation:
1.Adopt a Resolution entitled “A Resolution of the City Council of the City of
San Luis Obispo, California, to Define a List of Projects Funded by the
Road Repair and Accountability Act of 2017, Senate Bill 1, for Fiscal Year
2022-23 and Allocate $440,582 of SB 1 Unassigned Fund Balance into the
2022-23 Capital Improvement Plan Budget”, and
2.Approve the allocation of $440,582 of SB1 Fund Balance to the Streets
Reconstruction and Resurfacing project budget for FY 2022-23.
5.e.2022 SUCCESSOR RESOLUTION FOR UNREPRESENTED MANAGEMENT AND
CONFIDENTIAL EMPLOYEE GROUPS
Recommendation:
1.Adopt a Resolution entitled, “A Resolution of the City Council of the City of
San Luis Obispo, California, amending Management Compensation for
Appointed Officials, Department Heads, and Management Employees and
superseding previous Resolutions in conflict”; and
2.Adopt a Resolution entitled, “A Resolution of the City Council of the City of
San Luis Obispo, California, regarding compensation for the Unrepresented
Confidential Employees and superseding previous Resolutions in conflict”;
and
3.Adopt a revised Recruitment, Referral, and Retention Incentive Program;
and
4.Adopt a Regular and Supplemental Employee Salary Schedule Effective
April 14, 2022, as required by the California Public Employees Retirement
System.
5.f.CONSIDER AMENDMENTS TO THE COUNCIL POLICIES AND PROCEDURES
TO ALLOW FOR BIENNIAL CONSUMER PRICE INDEX INCREASES TO
COUNCIL, PLANNING COMMISSION, AND ARCHITECTURAL REVIEW
COMMISSION SALARIES
Recommendation:
1.Consider amending the Council Policies and Procedures to allow biennial
Consumer Price Index increases for Council, Planning Commission, and
Architectural Review Commission salaries without appointing a Council
Compensation Committee; and
2.Adopt a Resolution entitled, “A Resolution of the City Council of the City of
San Luis Obispo, California, amending its Council Policies and Procedure
Manual”; and
3.Adopt a Resolution entitled, “A Resolution of the City Council of the City of
San Luis Obispo, California, setting new salaries for the Mayor, Council
Members, Planning Commissioners, and Architectural Review
Commissioners.”
5.g.GRANT FUNDING FOR SAN LUIS OBISPO REPERTORY THEATRE
Recommendation:
1.Approve grant funding in the aggregate amount of $3,940,000 for
construction of the San Luis Obispo Repertory Theatre’s new downtown
theatre; and
2.Authorize the City Manager to execute a Grant Agreement between the San
Luis Obispo Repertory Theatre and the City of San Luis Obispo, California
in a final form satisfactory to the City Attorney.
5.h.SECOND READING OF ORDINANCE NO. 1710 (2022 SERIES) AMENDING TITLE
10, CHAPTER 36 (STOPPING, STANDING AND PARKING FOR CERTAIN
PURPOSES OR IN CERTAIN PLACES), OF THE SAN LUIS OBISPO MUNICIPAL
CODE ALLOWING FOR THE ISSUANCE OF LIMITED DAYTIME USE PERMITS
IN
Recommendation:
Adopt Ordinance No. 1710 (2022 Series) entitled, “An Ordinance of the City Council
of the City of San Luis Obispo, California, Amending Title 10, Chapter 36 (Stopping,
Standing and Parking for Certain Purposes or in Certain Places), of the San Luis
Obispo Municipal Code Allowing for the Issuance of Limited Daytime Use Permits in
the Dana Street Parking District.”
5.i.2022 LEGISLATIVE PLATFORM
Recommendation:
1.As recommended by Council Members Marx and Shoresman, adopt a
Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, establishing the City Legislative Action Platform for 2022
and appointing the Council Member and Staff Person to act as liaison
between the City of San Luis Obispo and the League of California Cities”;
and
2.Provide direction to staff on the scope and application of the legislative
platform related to advocacy for non-legislative items or particular projects;
and
3.Appoint the Mayor, City Attorney, and City Manager to act as the primary
legislative liaisons between the League of California Cities and the City of
San Luis Obispo.
5.j.AUTHORIZE A REQUEST FOR PROPOSALS FOR A PUBLIC SAFETY AUDIO
RECORDING SYSTEM
Recommendation:
1.Authorize staff to advertise a Request for Proposals (RFP) to replace the
City’s Public Safety Audio Recording Equipment; and
2.Authorize the City Manager to award the contract if the selected proposal is
within the approved budget.
5.k.ALLOCATION OF AFFORDABLE HOUSING FUNDS TO THE HOUSING
AUTHORITY OF SAN LUIS OBISPO (HASLO) FOR THE ANDERSON HOTEL
($1.7M) AND TO TRANSITIONS MENTAL HEALTH ASSOCIATION FOR PALM
STREET STUDIOS ($300K)
Recommendation:
Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, Approving Affordable Housing Fund Awards to the Housing
Authority of San Luis Obispo for the Anderson Inn in the Amount of $1,700,000 and
Transitions Mental Health Association for the Palm Street Studios in the Amount of
$300,000” allocating a total of $2,000,000 of State and Local Fiscal Recovery funds
to be appropriated for the purpose of funding eligible affordable housing projects in
the 2022-23 Supplemental Budget, as follows:
1.Approve an allocation of Affordable Housing Funds in the amount of
$1,700,000 to assist the Housing Authority of San Luis Obispo (HASLO)
with the acquisition and rehabilitation of the Anderson Hotel (68 units for
extremely low-income, special needs people); and
2.Approve an allocation of Affordable Housing Funds in the amount of
$300,000 to assist Transitions Mental Health Association (TMHA) with the
property acquisition and rehabilitation for 8 supportive housing apartments
that will be dedicated to low-income persons, located at 1118 Palm Street.
5.l.REIMBURSEMENT AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO
AND CONNECT SLO PARTNERS, LLC
Recommendation:
Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis
Obispo, California, approving a Reimbursement Agreement with Connect SLO
Partners, LLC, from Transportation Development Impact Fees”.
6.PUBLIC HEARING AND BUSINESS ITEMS
6.a.REVIEW AND ACCEPTANCE OF THE 2021 GENERAL PLAN ANNUAL REPORT
(Estimated Time: 30 minutes)
Recommendation:
As recommended by the Planning Commission, receive and file the 2021 General
Plan Annual Report.
6.b.INTRODUCTION OF AN ORDINANCE TO AMEND FRANCHISE AGREEMENTS
WITH SAN LUIS GARBAGE COMPANY TO IMPLEMENT SENATE BILL 1383
(Estimated Time: 15 minutes)
Recommendation:
Introduce an Ordinance entitled, “An Ordinance of the City Council of the City of San
Luis Obispo, California, amending and restating its existing franchise with San Luis
Garbage Company to implement Senate Bill 1383 requirements.”
6.c.REVIEW OF THE 2022 SOLID WASTE RATE STUDY AND APPROVE A
RESOLUTION ESTABLISHING INTEGRATED SOLID WASTE RATES (Estimated
Time: 30 minutes)
Recommendation:
Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, establishing Integrated Solid Waste Rates”, provided there is not
a majority protest against such increase.
6.d.COMMUNITY WORKFORCE AGREEMENT: PHASE 2 DATA ANALYSIS,
OUTREACH, AND DRAFT POLICY DEVELOPMENT (Estimated Time: 60 minutes)
Recommendation:
Authorize staff to negotiate a Community Workforce Agreement with the Tri-
Counties Building and Construction Trades Council to include the Cultural Arts
District Parking Structure (vertical construction component only), Prado Road
Interchange, and Public Safety Center projects, including a 60% local worker
participation goal and excluding prevailing wage services provided through
professional services agreements.
6.e.INTRODUCTION OF AN ORDINANCE TO APPROVE SAN LUIS OBISPO POLICE
DEPARTMENT MILITARY EQUIPMENT USE POLICY 709 (Estimated Time: 30
minutes)
Recommendation:
Introduce an Ordinance entitled, “An Ordinance of the City Council of the City of San
Luis Obispo, California, adopting a Military Equipment Use Policy” and approving
continued use of military equipment by the agency in accordance with Assembly Bill
No. 481.
7.LIAISON REPORTS AND COMMUNICATIONS
Not to exceed 15 minutes. Council Members report on conferences or other City activities. At
this time, any Council Member or the City Manager may ask a question for clarification,
make an announcement, or report briefly on their activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other resources for factual
information, request staff to report back to the Council at a subsequent meeting concerning
any matter or take action to direct staff to place a matter of business on a future agenda.

8.ADJOURNMENT
The next Regular Meeting of the City Council will be held on May 3, 2022 with Closed
Session starting at 4:30 p.m. and the Regular Meeting following at 6:00 p.m. in the Council
Chambers at City Hall, 990 Palm Street, San Luis Obispo.
