Review of amendment to the Master Plan for the French Hospital Campus and proposed new patient tower, chapel, and parking structure with heli-pad, including a proposed height variance. Dear Brian Starr: Thank you for the July 26, 2019 re-submittal for the proposed Master Plan amendment, new patient tower, chapel, and parking structure and associated use permit and variance applications. We have reviewed your application and found it to be incomplete. We will be unable to process your application until additional information and/or revisions have been submitted, to the satisfaction of the Community Development Director. Preliminary review is necessary to ensure that staff has adequate information to evaluate your project and identify any conflicts with City standards or guidelines. The purpose of this letter is to provide you with a list of items that need to be addressed prior to taking action on your project. Preliminary review indicates that your application will remain in an incomplete status until the following information and/or revisions are submitted: Note: Upon resubmittal please provide a narrative indicating where responses to these items can be found on plans. Department comments/completeness items: Planning Division - Community Development Department 1. Provide a color and materials board including physical samples of proposed colors and materials. 2. Show proposed setbacks for all proposed structures on the site plan. 3. Identify total lot coverage (existing and proposed). Note that maximum lot coverage in the Office zone is 60%. Refer to Zoning Regulations Section 17.70.120 for additional information regarding how lot coverage is determined. ARCH-0161-2019– Completeness Review #2 August 23, 2019 Page 2 4. Please supplement the winter solstice shading study by showing the shading across the project site and adjacent properties (i.e. use a base map showing the project site, project property boundaries, and adjacent development). 5. Confirm that Dignity Health is the property owner of all underlying parcels. Building plans shall include Accessible route from the new parking structure to the Accessible building or facility that they serve. 7. Per Table 11B-208.2, 244 spaces in the garage will require seven Accessible spaces including two Van Accessible. Accessible parking shall be provided in accordance with Table 11B-208.2. Where more than one parking facility is provided on a site, the number of accessible spaces provided shall be calculated according to the number of spaces required for each parking facility. 11B-208.2 8. Parking spaces and access aisles shall be designed so that persons using them are not required to travel behind parking spaces other than to pass behind the parking space in which they are parked. 11B-502.7.1. 9. Where EV charging stations are provided, provide Accessible charging stations in accordance with CBC Table 11B-228.3.2.1. A Transportation Impact Study (TIS) will be required for this project. City TIS Guidelines were updated in 2015 and now include multimodal elements and analysis. Additionally, per the TIS Guidelines, because the project generates over 100 trips in the PM peak hour and has an original impact study that is more than two years old, a new study is required. Comment Revised: While this particular piece of the proposal does not generate enough trips during the PM peak hour to justify a full Transportation Impact Study, as the original Master Plan that the 1996 Traffic Study was based on has changed overtime, a more focused multimodal analysis of a few intersections and segments will be required. Label all existing sewer and water connections to the City’s Infrastructure. I believe there are three connections to the sewer system, one for domestic, and one for a fire line service; please review your site plan and confirm. Comment remains. Provide meter and lateral sizes for proposed parking structure connection and show on plans the sewer lateral connection to the City main. 12. Provide a sewer and water design narrative for pre and post construction of the proposed project based on Section 6 and 7 of the Uniform Design Criteria listed in the 2018 Engineer Standards (https://www.slocity.org/home/showdocument?id=19925). The proposed modification to the site masterplan appears to exceed the sewer capacity available at the west boundary of the site, but our projections are based on land-based assumptions and not the proposed design (i.e. fixture counts by the plumbing engineer). Comment remains. The calculated sewer generation rates provided exceed the capacity of the existing 6” sewer from the project site to the intersection of Osos and Islay. Please confirm that the calculations are correct for the existing and proposed sewer generation rates at the new parking structure and hospital wing. Additional improvements within the City’s collection system may be required to accommodate these flows. 13. PA102 – Specify if parking structure trash enclosure will service the new medical tower. If yes, modify enclosure to include organic waste. If no, show design for garbage/recycling/organics bin enclosure with compactor (see letter from San Luis Garbage Co.).
