Johnson). Review of amendment to the Master Plan for the French Hospital Campus
and proposed new patient tower, and parking structure with heli-pad, including a
proposed height variance.
Dear Brian Starr:
Thank you for the July 20, 2020 re-submittal for the proposed Master Plan amendment, new patient
tower, chapel, and parking structure and associated use permit and variance applications. We have
reviewed your application and found it to be incomplete. We will be unable to process your
application until additional information and/or revisions have been submitted, to the satisfaction of
the Community Development Director. Preliminary review is necessary to ensure that staff has
adequate information to evaluate your project and identify any conflicts with City standards or
guidelines. The purpose of this letter is to provide you with a list of items that need to be addressed
prior to taking action on your project.
Preliminary review indicates that your application will remain in an incomplete status until the
following information and/or revisions are submitted:

found on plans.
Department comments/completeness items:
Planning Division - Community Development Department
1. Based on recent discussions with your design team and residents on Iris Street, it is
Staff’s understanding that options regarding tree removal, tree trimming, and the
installation of up to 125-foot tall poles (with a steady red light at the top) are
currently under evaluation and consideration by your team, with the intention of
complying with Federal Aviation Administration requirements. If the poles are to be
proposed, please provide additional information, including the location of the poles,
diameter and height, and lighting specifications. Please provide elevations and

renderings of the poles, including incorporation of the poles into the renderings and
visual simulations.
2. Please confirm if property ownership has been resolved, or if Dignity Health is still
in negotiations with the other property owner. If Dignity Health does not own all
underlying parcels affected by the project, the City will require the additional
property owner to submit a form consenting to the application moving forward.
3. Pursuant to the City’s Tree Ordinance, and updated procedures for tree removal
requests associated with major development review entitlements, the project will
require review by the Tree Committee. The Committee will provide a
recommendation to the Planning Commission. The following additional information
is required:
a. An arborist report that identifies and discusses each tree within the
development footprint (including, but not limited to, structural development,
grading, staging areas, ground cover removal, changes in drainage patterns,
and associated off-site improvements) including those trees proposed for
removal and those trees that will remain.
b. A site plan that includes accurate drip line delineation and cross sections of
construction work impacting both trees proposed for removal and trees
planned to remain.
