HomeMy WebLinkAbout4/18/2022 Item 6a, Cohen - Staff Agenda Correspondence Architectural Review Commission City of San Luis Obispo, Council Memorandum Staff Agenda Correspondence DATE: April 18, 2022 TO: Chair and Commissioners FROM: Rachel Cohen, Senior Planner SUBJECT: Item 6a - 664 UPHAM STREET (ARCH-0754-2021) REVIEW OF A MIXED-USE PROJECT THAT INCLUDES TWO RESIDENTIAL UNITS, AN ADU, AND A 424 SQUARE FOOT COMMERCIAL SPACE AND A REQUEST FOR A FENCE HEIGHT EXCEPTION AND A REAR SETBACK EXCEPTION Staff received the following questions, regarding Agenda Item 6b, the proposed mixed-use project located at 664 Upham. : 1) Question: From reviewing the plans posted on your website, it appears that this project does not provide any new structures on the Church Street portion of the property, identified as \[of the project plans\]. Do I understand correctly that this project only provides new structures on Lot 9 and Lot 10 shown on the Topographic Map? Answer: Yes, that is correct. The proposed mixed-use project at 664 Upham is located on the lots that front Upham Street (Lots 9 & 10) and no project is proposed for the lot along Church Street (Lot 7). 2) Question: What about during the construction phase? Will Lot 7 be used to access the property from Church Street? That part of Church Street is very quiet and would be greatly disturbed by a lot of construction vehicles/traffic. Answer: The project site has access from Upham Street and will utilize this access for construction. In addition, all construction activities Noise Regulations outlined in Municipal Code Section 9.12.050.B(6). 3) Question: I would be extremely disappointed to see future non-residential development on either Lot 7 or Lot 8. I trust that your approval of a commercial building on Lots 9 & 10 would not set precedence to allow future commercial development of Lots 7 and/or 8? Answer: Lots 7 & 8 are zoned R-2 (medium density residential). Commercial development is not allowed on R-2 zoned lots. 4) Similarly for 3-story buildings. I trust that your approval of a 3-story building on Lots 9 & 10 would not set precedence to allow future 3-story building on Lots 7 and/or 8. This part and new 3-story buildings would detract greatly from that character. Answer: New development on R-2 zoned lots is limited to a maximum height of 35 feet and increased setbacks, the taller the structure (see Municipal Code Section 17.18.020.B). City of San Luis Obispo
