HomeMy WebLinkAboutItem 6f - Surplus Designation of Fleet Asset by Sale, Auction, or Trade-In Item 6f Department: Fire Cost Center: 8506 For Agenda of: 5/3/2022 Placement: Consent Estimated Time: N/A FROM: Keith Aggson, Fire Chief Prepared By: James Blattler, Senior Administrative Analyst SUBJECT: SURPLUS DESIGNATION OF FLEET ASSET BY SALE, AUCTION OR TRADE-IN RECOMMENDATION Authorize the surplus designation of the Fire Department’s Fleet Asset No. 0331, a 2003 Pierce Lance Pumper, by sale, auction, trade-in or other method in accordance with the City’s policies and procedures as prescribed in the Financial Management Manual Section 405-L and 480. DISCUSSION To ensure sustainability of engine services to the City, the Fire Department maintains a fleet which includes one (1) reserve fire pumper to be used when a front -line engine is undergoing maintenance or repairs. The Fire Department’s Fleet Asset No. 0331, a 2003 Pierce Lance Pumper, was placed in reserve status on December 9, 2019 after 16 years of front -line service. After serving 2 years in reserve status, Fleet Asset No. 0331 suffered significant pump failure which would exceed the value of the vehicle to repair or replace. Due to the age of the pumper, and the likelihood of other mechanical failures, it is no longer cost effective to maintain the vehicle. The Fire Department temporarily maintained two reserve pumpers to assist with the recent firefighter recruit academy, however, due to the mechanic failure of Fleet Asset Number 0331, the department will continue the use of the previous reserve engine , Fleet Asset No. 0029, a 2000 Pierce Lance Pumper, until the next engine replacement scheduled for Fiscal Year 2024. Policy Context Per the City’s Financial Management Manual: Section 405-F, “Fleet Use Target Guidelines Before Replacement”, front-line fire pumper trucks should be replaced after 16 years with an allowed additional 4 years of backup service . Section 408-A, “Section 906 of the City Charter provides that the Council must approve the sale of surplus property (real or personal) with an estimated value greater than $1,000.” Page 267 of 395 Item 6f Public Engagement This item is on the agenda for the May 3, 2022 City Council meeting and will follow all required postings and notifications. The public will have an opportunity to comment on this item at or before the meeting. ENVIRONMENTAL REVIEW The California Environmental Quality Act (CEQA) does not apply to the recommended actions in this report, because none of the actions constitute a “Project” under CEQA Guidelines Sec. 15378. The sale, auction, trade-in or other method of disposal will result in an estimated $3,000 increase of the “Fleet Sale of Surplus Property” revenue fund. ALTERNATIVES Council could decide to deny or defer the surplus designation of the 2003 Pierce Lance Pumper. This alternative is not recommended by City Staff, as denying or deferring will only result in a decrease in value of the vehicle. Page 268 of 395
