Good Morning City Council Members,
Please pull the item numbered 6e from the consent agenda so that it can be given the public discussion it deserves. No
one wants to see people living unsheltered in our public spaces, however this ordinance is on shaky legal ground in the
wake of Martin V. Boise.
I know the city is trying to facilitate more income-restricted housing, and I encourage you to use every tool you have to
make that happen so everyone in our community can find permanent shelter. However, banning those who are
struggling from being in the places where they are most easily found by their caseworkers and program staff seems... for
lack of a better word... icky.
We can't sweep these human beings under the rug until their homes get built. If they commit crimes and risk the safety
of others enjoying the park, then they're still subject to the law and the appropriate public safety staff can handle them
if that happens. But being poor in public is not a crime.
