Thanks! - Allan 1 Save Our Downtown ______________________________________________________________________________ Seeking to protect and promote the historical character, design, livability and economic success of downtown San Luis Obispo. To: San Luis Obispo City Council Re: June 7, 2022 Council Meeting: Public Hearing Item 6A:“modifying the on-street and surface parking lot hourly rates”,“establishing paid parking in the upper Monterey Street area”,“establishing increased parking rates for the City’s parking structures”, and “approving modifications to the Parking Citation Penalty Schedule”. From: Allan Cooper, Secretary Save Our Downtown Date: May 27, 2022 Honorable Mayor Stewart and Council Members: Save Our Downtown is concerned with the rationale behind raising these fees and penalties, i.e., “to offset the construction costs of new “parking structures” when the City’s in lieu parking fees (which are also intended to underwrite the costs of new parking structures) are significantly lower than those in other cities. This is compounded by the fact that in lieu fees have been reduced as a result of the parking reductions that are being implemented throughout the City. In essence, this is shifting the burden of building new parking structures away from the developers and onto the residents. We also believe that raising parking fees and parking penalties is counterproductive when we are, at the same time, trying to encourage more residents and tourists to patronize our downtown. Finally, we are concerned that the residents who reside in the upper Monterey Street neighborhood have not had an opportunity to respond to the City’s proposal to enact paid parking in the upper Monterey Street area.
