Subject:Proposed parking rate increases in the supplemental budget

Esteemed Council,
We believe that the current staff recommendations before the council--while correct--create too many negative trade-
offs. We all want and need the arts district to continue to be developed, sooner rather than later. We would ask that
Council adopt the fee changes as suggested so that progress can be made on this important amenity for the community.
We would also ask that in the time leading up to the fee increase, that staff find ways to do the following:
-- consider surge pricing on holiday and Cal Poly event weekends with rate reduction for locals during slower seasons
-- create a low-cost parking permit system for lower wage employees in the downtown corridor, perhaps with DEI funds
-- re-consider the elimination of the first free hour (or some portion thereof) to incentivize the use of the structure
We understand the necessity of rate increase however, we strongly urge you to find a balance that allows our
community to grow while also supporting the needs of the service and retail staff that keep our businesses thriving.
We trust you to be thoughtful and thank you for your consideration.
