Discussion
The following Agenda Correspondence provides responses to questions received relate
to contract award for Roadway Sealing 2022 .
1. I notice that $200,000, the annual Active Transportation Funds, are recommended
to be allocated to this resealing project. However, it is my understanding that the
Active Transportation Committee already recommended that some of that funding
($75,000 or more) go toward a study of the Foothill Blvd area. How is it that we still
have $200K for this project from that source of funds?
The Active Transportation Plan Implementation Capital Improvement Project
account has funding distributions organized by several sub -tasks. There is one sub-
task to provide funding for “Area Sealing Projects Complete Street Components”
with an annual allocation of $200,000 —this is the funding source used to
supplement the 2022 Roadway Sealing Project. Among the other sub-tasks, there
is funding for “Bicycle Facility Improvements” with an annual allocation of $100,000.
This sub-task is the funding that the Active Transportation Committee
recommended reserving the remaining 2021 -22 balance (approximately $90,000)
for preliminary design and analysis for a Foothill Boulevard Complete Street project.
That work is underway. See excerpt below from the 2021 -23 Financial Plan. There
is a current available balance of $886,632 in the Active Transportation Plan
Implementation account (100502) and is sufficient to support the proposed work.

2. Additionally, can you please describe to me what improvements will be made to
the Madonna Inn Bike Path with these funds ($150,000)?
The Madonna Inn Pathway was identified for maintenance within the 2021 -23
Financial Plan. The report authorizing the advertisement of Roadway Sealing 2022
dated 3/15/2022 incorporated maintenance work at Madonna Inn P athway
because overall lower unit costs will be realized for a larger scale maintenance
treatment operation. The scope of work within Madonna Inn Pathway (Fernandez
Lane to Madonna Inn) includes removal of existing striping and markings, slurry
sealing to provide a watertight barrier, and restriping with thermoplastic striping
and markings.
3. Lastly, aren’t the bike lanes and crossing on Marsh and Higuera already done with
the 2021-22 improvements that have been completed downtown?
The report authorizing the advertisement of Roadway Sealing 2022 dated
3/15/2022 described the work on Marsh and Higuera. Consistent with the
Downtown Concept Plan and Active Transportation Plan, the 2022 sealing Project
will reduce the number of auto travel lanes on Marsh and Higuera Streets between
Santa Rosa and Nipomo Streets from three to two lanes in order to reduce illegal
speeding and provide more street width for pedestrian and bicycle facilities, as well
as existing and future parklets and sidewalk widening. Addition ally, improvements
on Marsh and Higuera Streets outside of the downtown core has been
implemented as part of the 2021 Downtown Pavement Improvements project.
Due to weather conditions, the intersection of Marsh and Higuera was not slurry
sealed as proposed in the 2021 Downtown Pavement Improvements Project. This
intersection has only been temporarily striped and will be sealed and permanently
striped with the Roadway Sealing 2022 project.
