AMENDING MUNICIPAL CODE CHAPTER 2.04 (COUNCIL MEETING)
TO MODIFY REGULAR MEETING TIMES
RECOMMENDATION
Adopt Ordinance No. 1715 (2022 Series) entitled, “An Ordinance of the City Council of
the City of San Luis Obispo, California, amending the San Luis Obispo Municipal Code
Chapter 2.04 (Council Meeting) to modify Regular Meeting times.”
POLICY CONTEXT
At the May 24, 2022, Council Workshop1, Council directed staff to draft an Ordinance
Amendment to change the Regular Meeting start time to five-thirty p.m. (5:30 p.m.). San
Luis Obispo Charter Section 502 requires that the Council shall provide, by Ordinance,
the time and place of holding its meeting.
DISCUSSION
On June 21, 2022, the City Council introduced Ordinance No. 1715 (2022 Series)
changing the start time for Regular Meetings of the City Council to five-thirty p.m. (5:30
p.m.). The change will allow for the ceremonial items on the agenda to be heard at an
earlier time with the goal of having business items start at or around 6:00 p.m.
Public Engagement
The proposed Ordinance was presented to the City Council on June 21, 2022, as a Public
Hearing item for consideration. Legal advertisements were published in the New Times
ten days prior to the hearing, and the Council agenda of the meeting was made public
one week prior. Public comment may be provided to the City Council through written
correspondence prior to the meeting and through public testimony at the meeting.

There is no new fiscal impact associated with the recommendation. Council meetings are
already planned for in the Financial Plan.
ALTERNATIVES
Council could decide not to adopt the Ordinance. This action is not recommended by
staff because it could increase the length of the City Council meetings.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AMENDING THE SAN LUIS OBISPO
MUNICIPAL CODE CHAPTER 2.04 (COUNCIL MEETING) TO MODIFY
REGULAR MEETING TIMES
WHEREAS, San Luis Obispo Charter Section 502 requires that the Council shall
provide by ordinance for the time and place of holding its meetings; and
WHEREAS, the City Council desires to amend its regular meeting schedule (that
was formerly established by Ordinance 1623 (2015 Series) to allow for the holding of
regular business meetings at five-thirty p.m. (5:30 p.m.) or at such earlier or other time as
may be designated on the same agenda giving notice of the regular business meeting
and posted at the same time and in the same manner as the regular business meeting
notice.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Section 2.04.010 of Chapter 2.04 (Council Meetings) of the San Luis
Obispo Municipal Code is hereby amended and re-enacted in full to read as follows:
2.04.010 Time – Place
The regular business of the council shall be held at the City Hall, 990 Palm, in the
city, on the first and third Tuesday of each month at the hour of five-thirty p.m.
(5:30 p.m.) or at such other time or date as may be designated on the agenda
giving notice of the business meeting and posted at the same time and in the same
manner as required by State law. Regular closed session meetings of the council
shall be held on the first and third Tuesday of each month at the hour of four-thirty
p.m. (4:30 p.m.) or at such other time as may be designated on the same agenda
giving notice of the business meeting. In the even that a regular meeting of the
council falls on a legal holiday, then the regular meeting shall be held at the same
place and time of the next succeeding working day.
SECTION 2. Ordinance No. 1623 (2015 Series) is hereby superseded to the
extent inconsistent herewith.

SECTION 3. A summary of this ordinance, together with the names of Council
members voting for and against, shall be published at least five (5) days prior to its final
passage, in The New Times, a newspaper published and circulated in this City. This
ordinance shall go into effect at the expiration of thirty (30) days after its final passage.

NOTICE IS HEREBY GIVEN that the City Council of the City
of San Luis Obispo, California, at its Regular Meeting of
June 21, 2022, introduced the above titled ordinance upon
a motion by Council Member Marx, second by Vice Mayor
Christianson, and on the following roll call vote:

Ordinance No 1715 12 02 l: This is a City Ordinance
to emend Municipal Code Chapter 2,04 (Council Meeting)
to modify Regular Meeting times. Due to the increasing
number of ceremonial items on the agenda and how that
impacts the length of Council meetings, the City Council
Proposes changing to an earlier start time of five -thirty
p.m. (5:30 p.m.). The proposed change will allow for the
ceremonial items on the agenda to be heard at the earlier
time with the goal of having business items start at 6:00
p.m. If approved, One.5:30 p.m. start time would go into
effect at the August 16, 2022 City Council meeting
