RE: Clean Energy for New Buildings – 2022 Program Update
Dear City Council Members:
Central Coast Community Energy (CCCE) supports the City of San Luis Obispo’s (City)
continued climate leadership and encourages support for your staff ’s proposal of an all-electric
requirement for new buildings codified in Title 8 (Health and Safety) of the Municipal Code.
CCCE is a California Community Choice Aggregation (CCA) load serving entity with over
450,000 customers and goals including reducing GHGs, promoting grid reliability, stimulating
the local economy, and implementing programs that facilitate electrification. Two such programs
offered by CCCE are the Reach Code Program which provides incentives to Member Agencies
to reduce greenhouse gas emissions from the built environment by adopting “reach codes” that
promote building electrification and/or EV infrastructure and the New Construction Electrification
Program (NCEP) which provides incentives to housing developers to build affordable, all-electric
housing. The City leveraged CCCE’s Reach Code Program to support codification of its Clean
Energy Choice Program and local developers have leveraged CCCE’s NCEP for eight projects
to date, receiving $804,00 to help build 502 new all-electric units within city limits.
Electrification is a CCCE strategic goal. CCCE recognizes that all-electric buildings are cost
effective, highly efficient, provide cleaner indoor air quality, and provide substantially lower
operational emissions than buildings that use natural gas appliances. CCCE also understands
that the California Energy Commission, in December 2021, unanimously adopted the 2022
Energy Code strongly encouraging all-electric construction through the encouragement of heat
pump technology and electric-ready requirements for single family homes. CCE hopes that the
City, and its local developers, continue to take advantage of current and future CCCE programs
incentivizing electrification and the reduction of GHGs.
