Zoom participation will not be supported. For those attending in-person, City facilities will be at limited capacity and masks are strongly recommended. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the agenda item number you are calling about, and leave your comment. Verbal comments must be limited to 3 minutes. Voicemails will not be played during the meeting. *All correspondence will be archived and distributed to members, however, submissions received after the deadline will not be processed until the following day. Public Comment during the meeting: Meetings have returned to an in-person format. To provide public comment during the meeting, you must be present at the meeting location. Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy, Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire to utilize electronic visual aids to supplement their oral presentation are encouraged to provide display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. Although the Commission will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 3.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Human Relations Commission to pull an item for discussion. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on June 1, 2022 at 5:00 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Chair Colyer-Worth. 2. Ayes (6): Commissioner Campos, Commissioner Carlotti, Commissioner Grothaus, Commissioner Souza, Vice Chair Kasprzak, and Chair Colyer -Worth Absent (1): Commissioner Warrecker CARRIED (6 to 0) Page 5 of 9 2 3.a CONSIDERATION OF MINUTES - MAY 4, 2022 HUMAN RELATIONS COMMISSION MINUTES Approve the Human Relations Commission Minutes of May 4, 2022. 4. BUSINESS ITEM 4.a REVIEW OF SLO DIVERSITY, EQUITY, AND INCLUSION INITIATIVES Diversity, Equity, and Inclusion Manager Beya Makekau provided a review of historical, current, and future DEI initiatives within the City. Public Comment: Vincent Deturris --End of Public Comment-- ACTION: No action was taken, as this was an informational item. However, the Commission did request to review the final version of the 2020 Census Memo and asked staff to research services to translate Council Agenda Reports. 5. COMMENT AND DISCUSSION 5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST Chair Colyer-Worth recommended adding an item to the next meeting to revisit strategic planning work from last fall and determine a work plan for the next year. By consensus, the Commission directed staff to add the item to a future HRC Agenda. Diversity, Equity, and Inclusion Manager Beya Makekau provided an update on the following topics:  June is Pride Month, also known as LGBTQ+ History Month  Juneteenth is June 19, 2022 and NAACP will host an event on June 18, 2022 in Mission Plaza from 11am - 4pm. North County residents can attend a similar even in Paso Robles starting at noon.  The DEI web page on the City of San Luis Obispo website has been updated and can be accessed from this link: https://www.slocity.org/government/department-directory/city- administration/dei  The 40 Prado Homeless Cervices Center has experienced a COVID- 19 outbreak and currently cannot accept new intakes, so they're looing for ways to place people into hotel rooms as an alternative. Page 6 of 9 3 Deputy City Manager Greg Hermann informed the Commission of items on the June 7, 2022 City Council Agenda, which may be of interest to the HRC. At the June 21, 2022 Council Meeting, Council will consider adopting a Resolution calling for the holding of a General Municipal Election on November 8, 2022- there are two seats open for the position of Council Member and one seat for the position of Mayor. Staff from the County of San Luis Obispo will also be present at this meeting to provide a presentation on their efforts to address homelessness in our region. 6. BACKGROUND Staff will guide commissioners through a session on strategic visioning and workplan development. The goal of this session will be to gain direction for future HRC functions and guiding principles. Historically the HRC was housed in the Community Development Department and has primarily provided grant review support for Grants in Aid and the Community Development Block Grants. In June, the HRC transitioned out of CDD and into the Administration department with the City’s DEI manager as the primary staff liaison. This shift in staff support also came with an effort to have a greater alignment with the City’s DEI initiatives which has prompted the need for a focused discussion regarding commission direction. NEXT STEPS Staff will use Commissioner feedback to develop action items to move forward with HRC workplan and strategic vision. Page 9 of 9
