Subject:Do not adopt proposed ordinance adding chapter 5.51 for Parklets downtown

Dear Mayor and Council Members,
Please consider carefully the detrimental impact of parklets downtown. As many of you said in the July 5th
Council Meeting, the global goals of parklets are admirable. But the details show this ordinance to be unfair
to the other businesses and takes public property for use of only restaurants and bars. These "temporary"
structures prove to impede visibility, access and public safety. The city and staff are to be commended for
their efforts to support our downtown during the pandemic. Its time to remove these structures. Most of them
are unused at present time.
As it was pointed out by one speaker in the July 5th meeting, public comments against (43%) these
"temporary" parklets outnumbered those who supported (41%) permanent instalations. Please have staff
provide a tally for public review to verify.
The 5 amendments added to the July 19th City Council meeting for a second reading clearly illustrate the
reason to remove these structures. These parklets are outside the realm of reasonable use of public space. As
an executive from PG&E stated during the meeting, immediate access to public utility vaults may not be
possible. What about flooding and drainage on city streets?
Oops, no electric heaters! Only gas? Doesn't match city goals of all electric utilities.
For this and so many other reasons of having to review hours of operation on a case by case basis, please do
not adopt this new ordinance. The city will get lost in the weeds with this ordinance.
Sincerely,
Mary Lou Johnson
