Use caution when deciding to open attachments, click links, or respond. Our group has provided extensive comments on this matter for the last 6 months. Our concerns about the proposed IHO policy are systemic in nature. As our "last ditch effort" on this, we will stress our most pressing concern about this item. A critical carveout for this policy, so as not to undermine other work the staff is doing on other housing programs, is to exempt infill, multi-family projects of 2-10 units (possibly up to 15). This will enable SB9 to be more widely used in the city, and allow long-time landowners to increase the amount of housing on their property. It would also promote the use of SB10, should the council decide to use that law, which we also recommend. The reduced calculation for smaller projects (presented at the Planning Commission in June) was still far too high to make these kinds of deeply needed homes feasible to build. Deed-restricted homes are critically important for supporting local businesses and stemming the tide of homelessness. However, market rate homes are a critical component of the city's carbon-neutrality goals, as these households will commute from surrounding areas. We can and must support both.
