Subject: Community Workforce Agreement: Policy Implementation Update
Dear Mr. Horn:
We are in support of staffs recommendations with respect to inspection, testing, and surveying
services. We feel that City staff has thoroughly researched and surveyed stakeholders to
understand the economic and community impacts of a community workforces agreement.
It is inarguable that the requirement that engineering, surveying, construction management firms
sign CWA's will lead to a reduced number of companies providing services to the City of San Luis
Obispo. That will cost in talent, quality of service and availability of already limited resources. This
will cause project delays and result in lower quality projects and higher costs and exacerbate an
already elevated cost environment.
Regarding local labor participation goals. Our community does not suffer from a lack of local labor
participation on public or private sector projects, quite the opposite. If our community already
achieves 90% local labor participation, how can a labor agreement improve on that? It can't.
When projects of sufficient size and complexity exceed the available local community workforce, it
is reasonable to expect a temporary influx of trades and labor from outside the area. Some of
those individuals will remain in this community but most will return to their base of operations and
follow the work to the next community. We have very low unemployment in this City and County,
and we are not concerned about outside labor and talent eating off our plates for projects like this.
As a community member, we want the talent that is best suited for projects that will impact the
lives of those living here for decades. Sometimes, that talent is not locally available.

We do not support Community Workforce Agreements. We do support staff recommendations
exempting Surveyors, Construction Management, Inspection and Soils and Materials Testing from
the CWA.
