Regular Meeting of the Active Transportation Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Thursday, May 19, 2022 at 6:00 p.m., in the Council Hearing Room located at 990 Palm Street,
San Luis Obispo, California, by Chair Mills.
ROLL CALL
Present: Committee Members Lea Brooks, Timothy Jouet, Francine Levin, Russell Mills
(chair), Kimmie Nguyen, Jonathan Roberts, and Nathan Stong
Absent: None

APPROVAL OF MINUTES
1. Review Minutes of the Active Transportation Committee Meeting of March 17, 2022:
ACTION: UPON MOTION BY COMMITTEE MEMBER JOUET, SECONDED BY
COMMITTEE MEMBER STONG, CARRIED 7-0, to approve the Minutes of the Active
Transportation Committee Meeting of March 17, 2022, as presented.

ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER STONG, CARRIED 7-0, to appoint Russell Mills as chair.
ACTION: UPON MOTION BY COMMITTEE MEMBER ROBERTS, SECONDED BY
COMMITTEE MEMBER NGUYEN, CARRIED 7-0, to appoint Lea Brooks as vice-chair.
3. Permanent Parklet Program
Active Transportation Manager Fukushima provided a PowerPoint presentation and
responded to Committee inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER BROOKS, SECONDED BY
COMMITTEE MEMBER NGUYEN, CARRIED 7-0, to recommend that staff, when
moving forward with the permanent parklet program, take into consideration the following
comments made by the committee:
● Bike parking should be consistently configured as bike corrals, visible and
accessible from the street, using Peak-style rack. Parklet-associated bike parking
should be in addition to normally required bike parking, not as a replacement for
such parking. Adequate clearance is needed between a bike corral and the curb stop
placed in an adjacent parking space.
● Reflective material should be applied to planters or other objects placed in the one-
foot clear zone adjacent to traffic and bike lanes.
● Special attention will be necessary for parklets near intersections and pedestrian
ramps, to ensure adequate sight-lines for pedestrians crossing the street and to
provide adequate space for bicyclists merging into traffic and transitioning from
walking to riding, and vice versa. The distances specified in the draft plan (fifteen
and ten feet, respectively) seem barely adequate.
● A vertical clearance of 7’ should be maintained at all times for all objects placed in
pedestrian areas (would include bike corrals).
● A minimum width of pedestrian travel, contiguous with the pedestrian pathways on
each side of property (e.g., p. 14), should be maintained at all times.
● Regular and periodic inspection and enforcement will be necessary to prevent

business and patrons from encroaching into required clearance areas.
