The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not be
supported. For those attending in-person, City facilities will be at limited capacity and masks are

Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your
email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. Voicemails will not be played during the meeting.
*All correspondence will be archived and distributed to members, however, submissions received
after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the meeting,
you must be present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy,
Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire
to utilize electronic visual aids to supplement their oral presentation are encouraged to provide
display-ready material to the City Clerk by 12:00 p.m. on the day of the meeting. Contact the

The public is encouraged to submit comments on any subject within the
jurisdiction of the Human Relations Commission that does not appear on this
agenda. Although the Commission will not take action on items presented during
the Public Comment Period, the Chair may direct staff to place an item on a
future agenda for discussion.
3.CONSENT
Matters appearing on the Consent Calendar are expected to be non-
controversial and will be acted upon at one time. A member of the public may
request the Human Relations Commission to pull an item for discussion. The
public may comment on any and all items on the Consent Agenda within the
three-minute time limit.

Recommendation:
The Commission should nominate two to three commissioners to serve
on the Diversity, Equity, and Inclusion Grant Application Review
Subcommittee to review all DEI grant applications and provide initial
funding recommendations.
4.b.FOLLOW UP ON DEVELOPMENT OF THE HRC STRATEGIC VISION 15
Recommendation:
Commissioners should confirm the workplan set forth by staff, as
understood from the strategic vision discussion at the July 12, 2022
HRC Meeting.

Commission was called to order on Tuesday, July 12, 2022 at 5:00 p.m. in the
Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Vice
Chair Kasprzak.

4.a HRC STRATEGIC VISIONING AND WORKPLAN DEVELOPMENT
Diversity, Equity, and Inclusion Manager Beya Makekau provided the staff
report and responded to Commissioner inquiries.

ACTION: No action required. Commissioners reviewed the strategic vision
for HRC development and potential workplan items and provided the
following recommendations to staff under the following three themes:
Bylaws that reflect focus and vision of HRC
Requested that staff review past HRC Minutes to gain a better understanding
of previously approved changes to the HRC Purpose statement.
Develop increased community engagement and community relations
Strategize ways to increase community engagement such as host a
booth at local events, maintain a calendar of events that HRC
Commissioners sign up to attend, invite representatives from local
organizations to attend HRC meetings and update the Commission on
their efforts, get involved with local high schools through offering
students small grants, and offer citizen awards.
Strategize ways to increase community awareness of the HRC's
purpose and accomplishments through the City's social media platforms.
Requested to be involved in the City's update of the Public
Engagement and Noticing Manual (PEN) to provide recommendations
on ways to enhance communication through a diversity, equity, and
inclusion lens.
Enhanced and Informed Reporting to Council
Strategize ways to launch a confidential incident (not crime) reporting
system for community members to convey concerning behaviors
regarding diversity, equity, and inclusion to the HRC, so they can then
relay those issues to Council and work to find proactive ways to
address them.

The HRC would like to meet more frequently with the ir Council
Subcommittee members- currently Mayor Stewart and Council
Member Shoresman.
5. COMMENT AND DISCUSSION
5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST
Diversity, Equity, and Inclusion Manager Beya Makekau provided the
following update:
On July 5, 2022, the City Council adopted Resolution No. 11343 (2022
Series) affirming their support of reproductive freedom in response to
the United States Supreme Court's decision to overturn Roe v. Wade
holding there is no federal Constitutional right for a pregnant person to
have an abortion.
A DEI Grant Workshop will be held on Tuesday, August 2, 2022 at
5:30 - 6:30 p.m. via zoom for organizations to walk through the grant
application process and have their questions answered by staff. The
deadline to apply for DEI Grants is Wednesday, August 31, 2022. For

The HRC will need to make Subcommittee assignments to review the
grant applications at the next meeting.
The DEI Office welcomed Matthew Melendrez as a new DEI
Management Fellow.
Vice Chair Kasprzak updated the Commission on changes made by
Council at the June 21, 2022 meeting to HRC's Grants-in-Aid Funding
recommendations. A summary of the changes are listed in the June 21,
2022 Council Minutes, under Consent Item 5c:

APPLICATION REVIEW SUBCOMMITTEE
RECOMMENDATION
The Commission should nominate two to three commissioners to serve on the Diversity,
Equity, and Inclusion Grant Application Review Subcommittee to review all DEI grant
applications and provide initial funding recommendations.
BACKGROUND
The City of San Luis Obispo (the City) will provide up to $300,000 in financial support to
non-profit organizations for programming that advances diversity, equity, and inclusion
(DE&I) in the City.
The purpose of this funding is to enhance the sense of belonging for all people in our
community. This funding allocation is an effort to uplift and support local projects,
programs, or initiatives (“Projects”) that contribute to creating a San Luis Obispo that is
welcoming, inclusive, equitable, and safe.
This funding is focused on narrowing equity gaps that have disproportionately impacted
marginalized communities. These gaps include, are not limited to:
Physical and mental health services
Education
Housing
Criminalization
Food security
Community representation
This will be the first year the HRC will take on the role of review and preliminary selection.
The HRC subcommittee will be responsible for reading all applications and identifying
preliminary recommendations for the commission to vote on. The subcommittee must not
have any conflicts of interest related the applications in review. Ultimately City Council
will vote and determine final awardee selection.

NEXT STEPS
A subcommittee should be selected by the end of the August 3 rd HRC meeting, given
there are no conflicts of interest of the selected subcommittee.

RECOMMENDATION
Commissioners should confirm the workplan set forth by staff, as understood from the
strategic vision discussion at the July 12, 2022 HRC Meeting.
BACKGROUND
At the HRC meeting on July 12, 2022, commissioners outlined their strategic focus for the
year and potential correlating workplan items. In doing so there were items that required
staff follow up and alignment with DEI workplan. Staff will present the HRC workplan and
outline for specific focus of future meetings.
NEXT STEPS
Following commissioner review, staff will confirm the HRC workplan and set objectives
for upcoming meetings that align with commissioner focus and the DEI Major City Goal
workplan.
