SUBJECT:ITEM 4b-FOLLOW UP ON STRATEGIC VISIONING
Staff reviewed HRCminutes and historical records to provide more context related to
specific questions that arose during the strategic planning process. The questions are
:
1)Question:Was the HRCpurpose statement voted on and updated in the Bylaws
following the strategic planning process in 20-21?
Answer:The HRC engaged in strategicplanning sessionsin November and
December of 2020 to outline areas for advancement for the commission. A
strategic subcommittee was formed that worked directly with consultant Dale
Magee to provide more in-depthrecommendations for the entire commission.One
of the primary efforts of this group was to provide recommendations for an updated
HRC purpose statement. Thesubcommittee brought the following purpose
,
statement to the commission on February 32021; avote was not taken to adopt
the new statement at this meeting(see attachment A):
It is the purpose of the Human Relations Commission (HRC) to advise and
makerecommendations to the City Council or \[and\] the City Manager which
promote and advanceequity, mutual understanding, respect, and fair
treatment to all SLO City residents.
The HRC promotes and improves human relations and equity by:
providing a forum where marginalized members of our community can
raise issues as itrelates to the Commissions focus areas, air
complaints, or look for resources within theCity.
encouraging local non-profits to take new and creative approaches to
solve the mostprevalent health and human service needs in our
community.
buildingcommunity partnerships.
ensuringbroad representation in commission initiatives.
There were no subsequent discussions regarding the adoption of the above
purpose statement and bylaws have not been adopted to reflect a change.

2)Question:The HRCwould like to adjust their priority goals. What was the context
of goal selection and process?
Answer:The HRC regularly participates in developing goals as the City begins a
biennial financial planning process.These goals are used to establish funding
priorities and advise council during financial planning processes. The commission
sets these goals in the fallprior to the adoption of a new financial plan. On
11/04/2020 the Commission agreed to move forward with the following goals for
the 2021-2023 Financial Plan: Housing; Homeless Prevention and Advocacy;
Diversity, Equity, and Inclusivity; and Awareness and Access to Healthcare. It is
recommended that if the commission would like to revise these goals that it be
done during the process to develop the2023-25Financial Plan.
3)Question:How will the HRC strategic focus areas inform the workplan for future
commission meetings in the 2022-23 year?
Answer:Using the comments from commissioners from the July 12, 2022,
meeting, the strategic focus of the commission, and the Office of DEI workplan the
following outline for HRC meetings is proposed:
