1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was
called to order on June 27, 2022 at 5:30 p.m. in the Council Chambers at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Ulz.

3.a CONSIDERATION OF MINUTES - MAY 24, 2022 CULTURAL HERITAGE
COMMITTEE MINUTES
Approve the Cultural Heritage Committee Special Meeting Minutes of May
24, 2022.
4. PUBLIC HEARINGS
4.a 2223 MONTEREY STREET (ARCH-0327-2021) REVIEW OF THE
DEVELOPMENT OF AN 83-ROOM HOTEL, INCLUDING 29
"BUNGALOW" GUESTROOM BUILDINGS, FOUR SMALL
OUTBUILDINGS, POOL AREA, AND ASSOCIATED SITE
IMPROVEMENTS
Assistant Planner Walter Oetzell presented the staff report and responded
to Committee inquiries.
Project Architect Ariana Melendez and Applicant Damien Davis provided a
brief overview of the site history, reviewed the application process to date,
reviewed changes made to the project since the first presentation to the
Committee, and responded to questions raised.

Second By Member Tischler
Forward a recommendation to the Planning Commission regarding the
consistency of the proposed project with the City’s historical preservation
polices and standards and that the Addendum revisions do not result in
significant environment effects or cause a substantial increase in severity
of any previously identified potential impacts that were studied, to cultural
resources.

4.b 446 DANA STREET (ARCH-0023-2022) REVIEW OF A NEW TWO-
STORY RESIDENTIAL BUILDING AND ASSOCIATED SITE
IMPROVEMENTS ON PROPERTY LOCATED IN THE DOWNTOWN
HISTORIC DISTRICT
Assistant Planner Walter Oetzell presented the staff report and responded
to Commission inquiries.
Applicant representative and owner, James Cooley, provided a brief
overview of the project and responded to questions raised.

Second By Member Ashbaugh
Provide a recommendation to the Community Development Director
regarding the consistency of the proposed project with the City’s Historic
Preservation Ordinance (SLOMC Ch. 14.01), and further recommend that
the Community Development Director include language in final approved
plans for site monitoring conditions identifying the specific type of historical
resources and the high sensitivity of those potential resources that are
located on the site.

STORY DWELLING TO REPLACE AN EXISTING DWELLING BEHIND
THE PATRICK & CATHERINE MCHENRY HOUSE IN THE MILL
STREET HISTORIC DISTRICT
Assistant Planner Walter Oetzell presented the staff report and responded
to Commission inquiries.
Applicant Richard Diel, Project Manager Gary Mulholland, and
representative Architectural Historian James Papp, provided commentary
on the project purpose and project design considerations, and responded
to questions raised.

Provide a recommendation to the Community Development Director as to
the consistency of the proposed project with the City’s Historical
Preservation Ordinance, including any recommended conditions of
approval to ensure such consistency.
Authorize the demolition permit

The meeting was adjourned at 7:12.
The next Regular Meeting of the Cultural Heritage Committee scheduled for
August 2, 2022, with the regular July 25, 2022 at 5:30 p.m. is cancelled in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
