The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not be
supported. For those attending in-person, City facilities will be at limited capacity and masks are
strongly recommended.

Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your
email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. Voicemails will not be played during the meeting.
*All correspondence will be archived and distributed to members, however, submissions received
after the deadline will not be processed until the following day.
Public Comment during the meeting:
Meetings have returned to an in-person format. To provide public comment during the meeting,
you must be present at the meeting location.
Electronic Visual Aid Presentation. To conform with the City's Network Access and Use Policy,
Chapter 1.3.8 of the Council Policies & Procedures Manual, members of the public who desire
to utilize electronic visual aids to supplement their oral presentation are encouraged to provide

The public is encouraged to submit comments on any subject within the
jurisdiction of the Human Relations Commission that does not appear on this
agenda. Although the Commission will not take action on items presented during
the Public Comment Period, the Chair may direct staff to place an item on a
future agenda for discussion.
3.CONSENT
Matters appearing on the Consent Calendar are expected to be non-
controversial and will be acted upon at one time. A member of the public may
request the Human Relations Commission to pull an item for discussion. The
public may comment on any and all items on the Consent Agenda within the
three-minute time limit.

4.a.CHILDCARE INITIATIVES AND HEALTH VITALITY PRESENTATION

Recommendation:
Receive a presentation on childcare initiatives by First 5 SLO
representatives and provide feedback to inform community and partner
agency efforts to expand childcare options in the city of San Luis
Obispo.
4.b.ANNUAL COMMUNITY NEEDS WORKSHOP PLANNING 11
Recommendation:
Staff recommend that the Commission hold the community workshop in
its traditional format, with a focus on alignment between community
needs and grant funding priorities. The City is preparing to engage in its
financial planning process for FY 2023-25, which includes a robust
community engagement component. Following the financial planning
process, Commissioners can identify if a more robust community needs
workshop should be built into the grant process for Grants-in-Aid,
Community Development Block Grant, and Diversity, Equity, and
Inclusion High Impact Grants in the following year. Commissioners may
consider changing the name of this year’s workshop to depict the focus
of this engagement effort more appropriately.

Diversity, Equity, and Inclusion Manager Beya Makekau provided the staff
report and responded to Commissioner inquiries.

The Commission nominated Vice Chair Kasprzak, Commissioner Souza,
and Commissioner Carlotti to serve on the Diversity, Equity, and Inclusion
Grant Application Review Subcommittee.

Commissioners approved the following strategic vision statement:
It is the purpose of the Human Relations Commission advise and make
recommendations to the City Council, which promote and advance
inclusion, mutual understanding, respect, and equitable treatment for all
San Luis Obispo residents.
The HRC promotes and improves human relations and equity by working
with City staff:
o to provide a forum where marginalized members of our community
can raise issues as they relate to the Commission's focus areas, air
complaints, or look for resources within the City.
o encourage local non-profits to take new and creative approaches to
solve the most prevalent human service needs in our community.
o build community partnerships.
o ensuring broad representation in Commission initiatives.

Diversity, Equity, and Inclusion Manager Beya Makekau provided the
following updates:
THMA Impact of Racism on Mental Health webinar to be held on
zoom, August 12, 2022 at 3:00 - 4:30 p.m.
Office of Sustainability will host a Climate Party at Sinsheimer Park on
August 13, 2022 at 10:00 a.m. - 2:00 p.m.
Representative from First 5 SLO would like to come to the next HRC
meeting to provide a presentation on childcare initiatives
4th anniversary of 'Food, Not Bombs'

RECOMMENDATION
Receive a presentation on childcare initiatives by First 5 SLO representatives and provide
feedback to inform community and partner agency efforts to expand childcare options in
the city of San Luis Obispo.
BACKGROUND
As a public agency dedicated to addressing the needs of young children prenatal to 5 and
their families, First 5 is deeply involved in work to advocate for a strong child care system
in our community. Over the past two years, First 5 has been actively partnering with other
local public agencies to determine what role government can play in helping unlock
childcare capacity during this critical time. Staff from First 5 would like to present to the
Human Relations Commission highlights from this work to date, and also the beginnings
of a roadmap for potential action by the community and partner agencies in the future.
As a part of current Major City Goal work, the City invested $54,000 in a new pilot project
with CAPSLO to increase the number of child care slots available. The pilot program
called “Direct Support for Family Child Care Start-ups” is managed through CAPSLO’s
existing Child Care Initiative Project and was offered again in 2022. Up to 10 new
childcare businesses were able to apply for $5,000 grants funded by the City, which could
be used to start a childcare business, eliminate barriers to licensure, and accelerate the
creation of additional, quality, childcare slots.
The City also provides before and after school programming as well as summer programs
to approximately 1,000 school age children annually. This includes subsidized care and
work with various partners for placement.

BACKGROUND
Annually, the Human Relations Commission hosts their Community Needs Workshop.
This workshop allows the public to provide comments on current community development
and human service needs in our community as it pertains to current grant programs
offered by the City. This input is used by the HRC to review and update funding priorities
for the Grants-in-Aid (GIA) and Community Development Block Grant (CDBG) programs.
The primary function of this workshop is to inform the public and key stakeholders about
the grant process, provide an overview of eligible activities, and describe how activities
are selected to receive CDBG and GIA funding through the City of San Luis Obispo.
During the workshop, City staff will review, in detail, both grant programs and provide a
historical account of previous funding trends and priorities. The goal of engaging the
community is to ensure that current grant programs and funding priorities still reflect
community needs.
Given the primary focus of the workshop is to inform the community about current grant
program process and priorities, staff recommends that the Commission considers
renaming the workshop to provide clarity regarding the overall workshop scope.
Commissioners are asked to share workshop information with key stakeholders and
Commissioner liaison groups.
