Hi Kyle I, found the older city documents regarding granting approval of the Railroad Transit Center and coordination of that project with development of our adjacent two-story office building. The first document is the ARC Staff Report from 2000 which is attached. Please note on bottom of page 2 under Project Objectives, nowhere in the six items listed is use of a Safe Parking Program. Also please note item 7 , Coordination With Adjacent Site Development on top of page 8. Your recent Planning Commission Notice was just received by me yesterday- That notice came to me from one of our tenants, not directly from the City. I believe that a condition was placed on the RTC project back in 2000 for the City to coordinate development of the RTC with me. Next I will be emailing you a few more city documents related to this project including my comments. After you review the other documents, I would like to suggest a meeting between city staff, myself and a few of our office building tenants and neighboring businesses so that we may convey our concerns in person before the public hearing. I am the owner of the adjacent two- story office building at 1998 Santa Barbara Street, known as Iron Horse Station. Our tenants and I are quite concerned about the negative effects a Safe Parking Program at this location in Railroad Square will have on their businesses. As you know our property and the City share a common driveway and parking lot access easement at the proposed Safe Parking site. I’m going to be doing some research of my own regarding that shared parking lot and driveway easement that was established over twenty years ago, as this Safe Parking Program was never mentioned or agreed to by the Rarig’s when we originally built our office building. Once I have the documents related to the shared parking lot and common driveway access I will forward to you those documents so that you may review the terms of that agreement with staff. RECOMMENDATION Grant final approval to the project based on findings and subject to conditions. BACKGROUND Situation/Previous Review In 1998, the City Council approved a "concept plan" and mitigated negative declaration for the Railroad Transit Center (formerly called the Multi -Modal Transit Transfer Center) at the subject location. The facility was also included and approved in concept by the City Council as part of the Railroad District Plan (Figure 24, Pg. 70). In March, 1999, the Public Works Department hired Boyle Engineering to prepare a "final" concept plan and construction documents for the first phase of the project, which includes new parking areas that extend from the south end of the existing _parking lot adjacent to the Railroad Square building to High Street. In October, 1999, Boyle Engineering presented its final concept plan to a stakeholders group that included Community Development and Public Works staffs, staff from SLOCOG (the funding agency), representatives from the regional transit system, and members of the Railroad Museum group. A number of suggestions were made by the stakeholders to refine the site design to provide for greater opportunities for creating an historic rail car display area and to ensure pedestrian connections to the adjoining AMTRAK platform. The plans that have been submitted for ARC consideration address the issues identified by the stakeholders. Also, the design of the retaining wall that fronts Santa Barbara Street was refined to address noise mitigation measures included in the mitigated negative declaration for the project. The site area is approximately 2 acres. It is a long and narrow parcel that slopes from the Union Pacific Railroad right-of-way on the east towards Santa Barbara Street on the west. Existing slope banks along Santa Barbara Street are about 1.8 to 2 meters (5.9 to 6.56 feet) high adjacent to the Railroad Square building and diminish in height as you move southward. The historic Southern Pacific Freight Warehouse is located along the eastern boundary of the site. The eastern edge of the City's property is 7.6 meters (24.93 feet) from the centerline of Union Pacific's nearest railroad track. Buildings and yard areas that serve S&S Auto Electric currently occupy a portion of the site. The City has purchased this property and the business is relocating. When the City purchased the land it inherited a lease agreement for the existing billboard sign mid -way along Santa Barbara Street. Existing access to the site is provided from the east end of High Street adjoining the Pacific Home Do -it Center and from the south end of the Railroad Square parking lot. As a condition of purchasing the site from Union Pacific Railroad, a 9.0-meter (29.52 feet) access easement within High Street has been reserved to enable UP's continued use of the loading platform that is south or the City's property. Project Description Project Objectives: 1. Provide free vehicle parking for existing and anticipated AMTRAK patrons. 2. Provide vehicle parking for uses to be housed within the Southern Pacific Freight Warehouse. 3. Provide parking for six (6) buses operated by the San Luis Obispo Regional Transit Authority (SLORTA) as a "layover facility." 4. Provide pedestrian and bicycle connections to and through the site. 5. Provide opportunities for the display and movement of historic rail cars and equipment. ARC 14-00 (MMTC) Page 3 Key features of the project's design include the following: Parking for 121 private vehicles. 2. Long-term parking for six 40-foot buses at the south end of the site. Transit vehicles will enter the site from High Street, "layover" in these spaces, and exist the site from a new northern driveway. All turning radii have been checked to ensure that buses can comfortably make turns within the parking area. 3. A new driveway will be created at the northern end of the site adjacent to the Railroad Square Building and is designed to accommodate all turning movements. 4. The grade of the site fronting Santa Barbara Street will be slightly lowered and a "keystone" landscaped retaining wall 2 meters (6.56 feet) at its highest point will be constructed (See Detail 5 on plans). The retaining wall also provides a noise and visual buffer for parked vehicles that will face Santa Barbara Street: 5. Boardwalks, consistent with the Railroad District Plan, will be constructed along Santa Barbara Street and separated from the roadway by a 3.0 meter (9.84 feet) landscaped parkway. ADA-compliant ramps are provided at the northern driveway and at the central traffic circle to create pedestrian connections from Santa Barbara Street. 6. A landscaped traffic circle will be installed directly in front of the Freight Warehouse as viewed from Santa Barbara Street. This is a candidate location for public art. The project site will likely benefit from Citywide public art funds from this project and other various projects including the on -going Railroad Bike and Recreational Trail project on the east side of the tracks. 7. There is a billboard located along the site's Santa Barbara Street frontage. Three options are being considered: (1) demolish the billboard (requiring City purchase at significant expense); (2) retain it at its current location (as shown on plans); or (3) relocate it on site to the area currently occupied by the S&S Auto Electric building. The first and third option will enable three additional parking spaces to be created. 8. Lighting that closely resembles the design of the railroad era downlights will be provided throughout the site (see Detail 4 on plans). 9. A transit turnout will be created adjacent to the triangle park at the intersection of Santa Barbara and Osos Streets. 10. A 3.0 meter (9.84 feet) wide strip of land along the site's eastern edge will be reserved for the future installation of a railroad track to accommodate historic rail equipment. ARC 14-00 (MMTC) Page 4 11. The landscaping plan shows the installation of two Canary Island Date Palms as stipulated by the Railroad District Plan. Relationship to Other Activities Construction of this parking lot is only one of a number of activities associated with the full development of the Railroad Transportation Center (RTC). A brief description of each component and how it relates to the proposed parking lot design is provided below. 1. Parking Management Plan: The Public Works Department Parking Section is preparing a parking management plan for the existing and new parking lots. This plan will be approved by the City Council and will be in place prior to completing construction of the new parking lot. SLOCOG staff has requested that 100 spaces should be made available for AMTRAK patrons. While the plan has yet to be drafted, it is clear that the new parking spaces are primarily intended to provide for railroad -related parking (consistent with approved State grants) and not for the neighborhood or area businesses. 2. Santa Barbara Street Changes: In 1999, the City Council received a report from a traffic consultant that presented recommended changes to Santa Barbara Street along the RTC's frontage. If the Council supports this concept, or something similar to it, Mono Street would be closed to through traffic at its south end and a "bicycle boulevard" created. This closure enables the installation of a southbound left turn pocket at the project's northern driveway and an opposing northbound left turn pocket in front of the Del Monte Cafe at Upham Street. The Public Works Staff will be returning to the City Council and requesting their approval of these operational changes to Santa Barbara and Morro Streets. If the Council does not support this proposal, the design of the northern driveway will be modified to preclude left turns onto the site from Santa Barbara Street. This issue will be resolved prior to advertising the project for construction bids. 3. Use of the Southern Pacific FreiLyht Warehouse: The Community Development Department has been charged with establishing a plan for using this historic building. To date, a not -far -profit Railroad Museum group has been formed to pursue the use of the building as a museum and to establish both static and dynamic railroad displays along the railroad side of the RTC site. SLOCOG staff has also indicated their desire to use the building for public meeting space and to include restrooms and a lounge area for regional transit bus drivers. How this building is to be reused will be resolved before plans for restoring the structure are prepared. Its use should not affect the design of the parking facilities that will surround it, which is the subject of this ARC application. ARC 14-00 (MMTC) Page 5 4. Freight Warehouse Restoration: The City has received a Federal Transportation Enhancement Grant of $440,000 to rehabilitate the Freight Warehouse. The Public Works Department will be soliciting proposals from qualified Architects next year to prepare construction documents for the building's restoration. Since it is an historic structure, the Cultural Heritage Committee, ARC, the State Office of Historic Preservation (SHPO), and the City Council will all be involved. The parking lot plans submitted by Boyle Engineering exclude the Freight Warehouse from any construction activities. The "exclusion area" is of sufficient dimension to accommodate alternative access strategies to the building as well as display/storage areas for historic railroad equipment outside of the building — issues to be resolved as part of the plan to reuse the Freight Building prior to its restoration. The exclusion area will be fenced during construction of the parking lot to preclude intrusion of construction activities. As part of this project, utilities will be extended and stubbed out to the Freight Warehouse area to the extent that future service to the warehouse will not require trenching of the new parking lot or planter areas. 5. Freight Building Tenant Improvements and Historic Rail Displays: These improvements would be undertaken after the Freight Warehouse has been restored. To date, the City has not set aside any funds for these activities and they are not a part of any of the transportation grants received for the RTC parking lot or the Freight Warehouse's restoration. It is anticipated that the Railroad Museum group would take the lead in raising funds to accomplish this work — which could be a long-term enterprise. Use Permit Review and Miti�stion Monitoring . The project is subject to administrative use permit approval and will be reviewed by the Administrative Hearing Officer on February 18, 2000. The Hearing Officer will review the proposed use for consistency with the General Plan and the Railroad District Plan, and for compatibility with the specific site zoning and location. The Hearing Officer will also consider certain aspects of the development plan and is expected to apply conditions prohibiting compact parking spaces and to require site lighting to be shielded from light sensitive uses across Santa Barbara Street. The Hearing Officer will also be asked to review the Mitigation Monitoring Program adopted as part of the Mitigated Negative Declaration in order to determine which mitigation measures must be completed with this phase of the overall project. Staff will provide the ARC with an update of the Hearing Officer's action during the verbal staff report for this agenda item. ARC 14-00 (MMTC) Page 6 EVALUATION Overall, planning staff supports the proposed project design and has been successful in working with Boyle Engineering (the City's engineering consultants) to improve the quality of the project. The following sections provide specific analysis of the project components that are subject to review by the ARC. 1. Parking Lot Landscaping. Landscaping in the parking lot is provided in finger planters at the rate of one planter per every six parking spaces, per the City standard. Additional landscape planters are provided throughout the site to define the traffic aisles and fill in unusable space. The landscape plan calls out a good variety of ground cover, shrub and tree species. Most notable is the inclusion of several "background trees", including redwood, cypress and magnolia species. Two Canary Island palm trees are also proposed, consistent with the Railroad District Plan. 2. Compact Space To Be Eliminated. Staff has worked with the project parking lot designers, Boyle Engineering, to eliminate the need for compact spaces in the lot. The compact spaces were initially provided to reduce the bay width to accommodate other site features including the landscaped parkway area, the Keystone retaining wall, the multi -use pathway, and the future rail siding proposed for railroad car displays east of the parking lot. Ironically, the same savings in bay width can be obtained by providing extra -wide parking spaces, 2.74.meters (9 feet) as opposed to the standard 2.62-meter width (8.6 feet). (See attached Engineering Standard #2240.) The Community Development Director has reviewed the plans and has approved the alternative bay width strategy. 3. More Detailed Lighting Plan and Photometrics Needed. The design of the proposed lighting standards is consistent with tho detail providcd in the Railroad D15trlct r1an, 11owever, the plans are lacking detailed photometric information. As a result, the lighting plan is difficult to evaluate. Staff is unsure whether the proposed number of standards is adequate to completely light the site. Staff also needs to evaluate lighting levels at the property line for compliance with City standards. Glare is also a concern since the proposed fixture has a globe that extends below the shield. Staff feels confident that the lighting plan and photometrics can be adequately evaluated with the building permit application for the project. However, the Architectural Review Commission should provide direction to the applicant with respect to the proposed fixture and acceptable ways for reducing potential spill and glare. Alternatives include blacking out the sides of the globes that face Santa Barbara Street, reducing the height of the standards, mounting the fixture arms on an alternative standard, such as a low-lying pressure treated post, and/or retrofitting the shields to extend over the globes where they face Santa Barbara Street. ARC 14-00 (MMTC) Page 7 4. The Billboard Sign Should Be Removed. The Architectural Review Commission should provide a recommendation to the City Council to include removal of the billboard as part of this project. The City Council would then evaluate whether the expense involved with buying out the existing lease is justified or whether the billboard would remain. Final project construction drawings for this project are reviewed by the City Council, at which time they could discuss the ARC recommendation and render a final decision on the billboard issue. 5. Transit Stop Detail. The original concept plan for the site shows a transit turn out next to the parking lot adjoining the north end of the Railroad Square Building. Constructing a turnout at that location would require the relocation and reconstruction of sloped access ramps to an adjacent business (KJWL Radio), removal of parking lot landscaping including mature trees, and most likely the relocation of utility poles. The City has selected an alternative site for the turnout at the small triangular park at the corner of Osos and Santa Barbara Streets. At this location two small Magnolia Trees (trunk diameters less than 3 inches) would be moved to make way for the turnout. The existing large Pepper and Magnolia trees at either end of the park would not be affected, nor would existing utilities or the fire hydrant. The transit manager has indicated that patronage of the existing transit stop adjoining the Railroad Square Building is at or near levels that warrant the installation of a transit shelter — a recommended condition of this project. The location of the new transit stop is within the Railroad Historic District. As a result, the reconstructed sidewalk areas are required to be boardwalk, per City Engineering Standard 4140. The Public Works department should also consider extending the boardwalk from the new transit stop up to the existing boardwalk adjacent to the Railroad Square building for continuity. 6. Keystone Block Retaining Wall. The Keystone block retaining wall is provided as a site feature consistent with Noise Mitigation Measure ##1 of the mitigatcd ncgtativc dcclaration. That mitigation measure calls out a 3-4 ft. (.91 - 1.21 meters) tall landscaped earth berm "along the west edge of the upper parking lot" to the approval of the Community Development Director. The Director has reviewed and approved the proposed approach of using the Keystone wall to satisfy this requirement. The detail of the Keystone wall provided in the project plans illustrates the purpose of the wall. On the west side (parking lot side) of the wall a height of 1 meter (3.28 feet) is obtained. This additional height serves the purpose of mitigating potential noise impacts on noise sensitive uses across Santa Barbara Street. The additional wall height also serves to screen vehicles parked in the lot, improving the overall streetscape appearance. From the street, the height of the wall reaches a maximum of 2 meters (6.56 feet) at the north end of the site, and tapers in height down to 1 meter (3.28 feet) and the south end. A colors and materials board will be available at the meeting so the ARC can better evaluate the wall design. Planter units are incorporated to allow for greening of the wall. The tree that is ARC 14-OQ (MMTC) Page 8 shown on ton of the wall in the plans has been eliminated from the proposal at the request of the applicant and per staff s recommendation. It was felt that the tree would not be appropriate at that location because it would accentuate the height of the retaining wall. 7. Coordination With Adjacent Site Development. The Community Development Department has recently received an application for Architectural Review of plans to build a 15,000 square foot two-story office building at 1980 Santa Barbara Street, the property on the southeast corner of High Street and Santa Barbara Street. The plans show the building pushed to the front of the site with parking aisles and spaces at the rear. The Railroad Transit Center and the 1980 Santa Barbara project share a common property line. At this location, project plans do not show any landscaping on the RTC side of the property line. This situation is typically not acceptable since some of the transition between the two sites should occur on the City side of the property line. The applicant, Steve Rarig, is interested in coordination with the City to insure that the treatment of the boundary between the two projects is compatible. Both the RTC plans and the Rarig plans show a single curb in the area of the common property line, however, there is a grade change in this location as well. Staff has discussed the issue with the City consultant and with the Steve Rarig and feels that there is an opportunity to provide a simple landscaped slope bank in this area. This would eliminate the need for a retaining wall and would allow for a landscaped transition between the two projects. Staff is recommending that a condition be placed on the City project to coordinate development of the transition area with Mr. Rarig. ALTERNATIVES Continue the project with direction to staff and the applicant on additional information necessary to make a decision. 2. Deny the project. An action to the deny the project should be based on specific findings relative to problems with the site design that make the project infeasible as proposed. RECOMMENDATION Grant final approval to the project based on the following findings and subject to the following conditions. Findings The proposed RTC parking lot, as conditioned, is consistent with the Railroad District Plan because it contains elements that reflect the unique character of the Railroad District including the bike and pedestrian trail, railroad vernacular lighting and signage, and a ARC 14-00 (MMTC) Page 9 landscape plan that incorporates "background" or skyline trees including Canary Island palms. 2. The proposed RTC parking lot is architecturally compatible with the site and with adjacent established railroad activities and commercial uses. Conditions The parking lot design shall be modified to eliminate the need for compact spaces by providing additional space width in the first parking aisle, subject to the approval of the Community Development Director. 2. A detailed lighting plan shall be submitted for review and approval by the Community Development Director prior to building permit issuance for the project. The plan shall include photometrics that insure compliance with illumination standards of 3 to 10 footcandles maximum in the parking lot. The plan shall indicate how glare and spill light will be reduced as much as possible through the following or similar methods including blacking out the sides of the globes that face Santa Barbara Street, reducing the height of the standards, mounting the fixture arms on an alternative standard, such as a low-lying pressure treated post, and/or retrofitting the shields to extend over the globes where they face Santa Barbara Street. 3. The Architectural Review Commission hereby recommends to the City Council that the existing billboard on the site should be removed prior to the construction of the parking lot, if possible. In its place additional parking -spaces and landscaping may be substituted to the approval of the Community Development Director. 4. As part of the transit turnout, a concrctc pad, transit shcltcr, signage and fighting (as needed) shall be installed to the approval of the City Transit Manager. S. All new sidewalk areas adjacent to the transit turnout shall be boardwalk, per City Engineering Standard 4140. The Public Works department should also consider extending the boardwalk from the new transit stop up to the existing boardwalk adjacent to the Railroad Square building for continuity.. 6. The City shall initiate contact with the developer of 1980 Santa Barbara Street to insure a coordinated transition between the private development project and the public parking lot. In general, the two property owners should work towards a solution that would allow for a small landscaped slope as opposed to construction of a retaining wall. ARC 14-00 (MMTC) Page 10 Code requirements 1. 1 % of the City funded portion of the project cost shall be dedicated for public art per adopted City policies. 2. Street trees shall be planted along the Santa Barbara Street frontage, in accordance with City standards and policies; tree species shall be per the approved street tree list, to the satisfaction of the City Arborist. Please review Exhibit 1 for a description and the note regarding RTC in the city owned parking lot adjacent to ours. Nowhere in this document did I agree to a Safe Parking Program being established in Railroad Transit Center.
