Dear members of the San Luis Obispo Planning Commission,
The following is my public comment for item 4B on the Planning Commission agenda scheduled to take place on

I am a 20+ year resident and homeowner on Chorro St. approximately 1 block from the project site and I have some
concerns regarding the extension of the Safe Parking program at Railroad Square.
Planning Commission Agenda Report Site Data map shows the area designated for parking outlined in
red. What the Site Data map does not show is the cars parked outside of the designated area. What does the
program plan to do to mitigate people who park just beyond the “Safe Parking Program” area? I’ve observed
several vehicles on more than one occasion who park just outside of the area. Most are observed in spots facing
Santa Barbara St, however, some vehicles will just use multiple handicap spaces (see picture below). These are
vehicles that don’t enter into the written agreement and aren’t required to abide by the rules.

Attachment A Draft Resolution: Section 3.3 states that the hours of operation are 7:00 p.m. to 7:00 am. I’ve
observed on more than one occasion vehicles still in designated parking area outside of operating hours. If a
participant leaves can they come back? What actions are used to prevent people from using the area outside of
program operating hours?
Attachment C Neighborhood Relations Plan: There is NO community outreach or program that keeps
homeowners informed of the Safe Parking Program. Section H states that businesses will be mailed contact
information, but there is nothing for homeowners or residents. This program is in my backyard and I’ve heard
“Zero” information from the program, other than notice of the Planning Commission meeting. Businesses and
residences located within the ¼ mile radius shouldn’t have to contact the CAPSLO in order to get
updates. CAPSLO should provide updates on a regular basis (quarterly? Semi-annual?) of inspections from
Section E.
Attachment D “Safe Parking Program Rules” there are no rules to prevent participants from placing
belongings outside of vehicles. I’ve observed on more than one occasion large piles outside of vehicles. I’ve
observed this next to vehicles located within the Safe Parking Area and just outside of the area.
I would like you to consider expanding the parking at Prado rather than have CAPSLO maintain two locations. If you
would still like to pursue the Railroad location I would request that it be made temporary and see if an updated
Neighborhood Relations Plan makes things better.
