To Whom it May Concern: I am writing to voice my concerns with the proposed changes to the striping on eastbound Laguna Lane off of Los Osos Valley Road, and the impact of said striping to the ingress of school buses bound for Laguna Middle School. When the new temporary striping was drawn on Laguna Lane, the combination of the curve on eastbound Laguna Lane and loss of several feet of lane width caused the 40 foot school buses to encroach several feet into the number 1 westbound left turn lane on Laguna Lane to successfully negotiate the curve. During high traffic periods the buses were not able to fit between the 3 parked cars on the southside of Laguna Lane and the vehicles waiting in the number 1 left hand turn lane, causing significant delays to traffic behind the buses on Los Osos Valley Road waiting to turn right onto Laguna Lane. When traffic did start to flow, vehicles in the number 1 left hand turn lane had to make diversions to avoid conflict with the school buses. With the temporary removal of the 3 parking stalls on eastbound Laguna Lane, the buses now have adequate space to negotiate the curve without encroaching into the oncoming lane. I would urge the committee to either permanently remove the 3 parking stalls in question, or to remove the proposed bike lane on westbound Laguna Lane at Los Osos Valley road to regain the historic eastbound lane width. While I cannot speak for the residents of the neighborhood, I can say all Laguna Middle School students who bike to and from school use the pedestrian signals to cross with bikes at Los Osos Valley Road and Laguna Lane to and from school. Students on bikes are unlikely to use a narrow bike lane surrounded by 2 lanes of active traffic when leaving school in the afternoon. While this street is in a residential neighborhood, I would also urge the committee to note Laguna Middle School is used as a main hub for School Bus routes, not only for Laguna Middle School students, but as a drop off and pick up location for many other school sites in the district. In all, 15 separate routes use Laguna Middle School as a stop every day resulting in school buses entering on eastbound Laguna Lane 30 times a day.
