Diane Marchetti, Museum Manager San Luis Obispo Railroad Museum 1 San Luis Obispo Railroad Museum 1940 Santa Barbara Avenue San Luis Obispo, CA 93401 September 13, 2022 To: San Luis Obispo Planning Commission Re: September 14th Hearing on Safe Parking Program As a person who uses the south end of the railroad parking lot on a frequent basis, I must strongly protest the city's plan to make the "Safe Parking Program" permanent. Since the inception of this program, problems in the area have increased dramatically. The program is not "safe" at all, with constant abuse of nighttime-only parking privileges, human waste disposal, trash disposal, drug abuse with resulting paraphernalia, and harassment of people trying to legally use the lot. The people working at the SLO Railroad Museum have had trouble finding parking, have been screamed at by the homeless, and worst of all have been put into the most unpleasant situation of having to clean up after the "residents". This is not something they ever thought they would be responsible for when they volunteered to work at the Museum and they have been remarkably tolerant, since we all thought this was a temporary program that would end soon. Now our tolerance is working against us and should not, in any way, be taken as some sort of approval. It is not! The so-called "Safe" area has attracted many more residents than those who legally use the facility, with the result that the entire southern end of the parking lot has become a chaotic homeless encampment right in the middle of businesses, including the Museum, which need to have access to parking spaces. Museum visitors have also complained that they do not feel safe in the area. I request that this program be immediately terminated or moved to an appropriate location, not one where people legally trying to go about their business are confronted with filth, harassment, and possible danger.
