To San Luis Obispo Planning Commission Advisory Board,
This e-mail is to address agenda item 4.b. and to address the serious concerns with the Safe Parking Program. My
name is Debra Collins I’m the property owner and Business owner at 1901 Santa Barbara Ave, also know as The Del
Monte Cafe .
I have been a huge supporter of many San Luis Obispo City Projects and Programs during my 50+ years in San Luis
Obispo and 42 years of owning The Del Monte Cafe.
For years we sponsored days at The Prado Center feeding the hungry. We know there are many people in need but what
I have witness across the street from my business is the unacceptable actions of groups of people with cars, vans, and
campers some running and some not running at all, some being worked on with oil pans full of oil, trash, clothes,
scattered all around with no concerns for the neighborhood. Yes the neighborhood ! I have paid hundreds of thousands
of tax dollars to the city and county of San Luis Obispo to have a safe place for my family and my customers. Two weeks
ago at Del Monte Cafe we had a guest from across the street sitting inside the cafe waving around a hypodermic needle.
Before that another guest yelling inside my door “fu__ you fu__ everyone “. A few days ago my customers sitting in the
corner booth watched a young man with his pants down pooping in the bushes then walking around with his pants
down looking for something to wipe with. Adding to this is the numerous tables and chairs that have gone missing along
with my back door kicked in and my cash register stolen. This is not what I want for our city, my family, my neighbors
and my business. The people that are parking there are not the people that just need a place to sleep. We are enabling
drinking, drug use and unsanitary conditions. Your proposed plan invites the clientele that don’t compile with your rules
to park and party across the street from my business and my daughters family home with two small children.
I would also like to address the fact that I and The Del Monte along with Railroad Square , Cafe Roma, and Amtrak and
other surrounding businesses have been in contract since September 1989 with The city of San Luis Obispo in a parking
lease agreement and we pay for parking . I myself pay for 4 spots. The city already has a use permit issued for this
agreement.
