CALL TO ORDER A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on August 22, 2022 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Ulz. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - JUNE 27, 2022 CULTURAL HERITAGE COMMITTEE MINUTES Motion By Member Ashbaugh Second By Member Crotser To approve the Cultural Heritage Committee Minutes of June 27, 2022. Ayes (3): Member Ashbaugh, Member Crotser, and Chair Ulz Abstained (3): Committee Members Butterbredt and Terry, and Vice Chair Edwards Absent (1): Member Tischler CARRIED (6 to 0) Note: Abstentions count as Ayes per Policies and Procedures Page 5 of 121 2 4. PUBLIC HEARINGS 4.a 1421 GARDEN ST. (HIST-0337-2022) DESIGNATION OF PROPERTY AS MASTER LIST HISTORIC RESOURCE Assistant Planner Walter Oetzell presented the staff report and responded to Committee Inquiries. Owner Jenn Narragon and applicant representative James Papp provided an historic background of the project's architecture and ownership and responded to questions raised. Chair Ulz opened the Public Hearing Public Comments: None --End of Public Comment-- Chair Ulz closed the Public Hearing Motion By Vice Chair Edwards Second By Member Ashbaugh Recommend to the City Council that the structure be designated as a Master List Resource in the City’s Inventory of Historic Resources, noting that the structure satisfies the Architectural Criteria for Style and Design, Historic Criteria for History – Person, and Integrity Criteria as described in the City's Historic Preservation Ordinance (SLOMC § 14.01.070). Ayes (5): Committee Members Ashbaugh, Crotser and Terry, Vice Chair Edwards, and Chair Ulz Noes (1): Member Butterbredt Absent (1): Member Tischler CARRIED (5 to 1) Page 6 of 121 3 5. COMMENT AND DISCUSSION 5.a HISTORIC RESOURCES PROJECT UPDATE Senior Planner Rachel Cohen apprised the Committee on the Historic Inventory Update Project, noting that there is currently funding to hire a consultant to review and advise on how to proceed, including projecting funding needs to be included in the 2023-25 Financial Plan. The Committee requested that staff ensure inclusion of:  A mechanism for the consultant to collaborate with the Committee  Integrate the use of new technology options such as utilizing smart phones for information gathering  Consider specifically how to approach master list / historic properties within the context of Historic Districts  Consideration of Tribal Cultural Resources Additionally, the CHC requested, if possible, to review the RFP before it is released and receive a preliminary recommendation from the consultant before the CHC sets their goals for the 23-25 financial plan (if the consultant evaluation is not fully complete at this time). ADJOURNMENT The meeting was adjourned at 6:42.
