City Manager Report Presentation9/6 City Manager ReportCOVID-19 Update 9/6 City Manager ReportDiablo Canyon Update• August 22ndCentral Coast Mayors sent a letter to the Governor outlining what the Cities would like to see if Diablo Canyon operations are extended• August 28ththe Legislature introduced SB 846 to allow for the extension of Diablo Canyon Operations• August 30ththe City sent a letter to the Governor and Legislature outlining the provisions of SB 846 that the City could support. 9/6 City Manager ReportDiablo Canyon Update• The City did not take a position on the extension of Diablo Canyon operations• August 31stand into early September 1stthe Legislature debated and passed the bill.• September 2ndthe Governor signed the bill into law.• Today was the deadline for PG&E to apply for Federal funding to extend Diablo Canyon• The final bill was consistent with what has been shared with you previously. 9/6 City Manager ReportFlex Alerts• Cal-ISO has issued a Flex Alert for today from 4-9pm and declared a Stage 2 grid emergency, and was expected to issue a Stage 3 emergency at 5:30pm• Cal-ISO is projecting all time high electricity demand of 52k MW more than 2k MW above the previous record set in 2006• Flex Alerts occur when Cal-ISO anticipates a shortage of energy and asks consumers to voluntarily reduce energy usage• Suggested ways to reduce energy:• Set air conditioner thermostats to 78 degrees, if health permits• Avoid using dishwashers, washers, dryers, and ovens• Turn off unnecessary lights• Unplug or turn off electrical devices that you are not using• Keep blinds and drapes closed to prevent the sun from heating up the home• Use fans when possible 9/6 City Manager ReportDemand Response at Water Treatment Plant• Water Treatment Plant (WTP) has been enrolled in a Demand Response Program for over a decade• WTP treats water in “batches” so schedules for drinking water production can be adjusted to meet needs• Demand Responses are called 1-day in advance and last anywhere from 2-6 hours, participation is voluntary• Payments from program depend on how much electrical load is shed, number of hours in each demand response event, and how many responses in a year (can be up to 12)• In addition to helping the grid, this program generates around $10-$20k per year for the City 9/6 City Manager ReportDEI Grants Update• 42 applications received • 14 return applicants from 2020-21• Total funds requested were $1,530,832• Total available funds: $300,000• September 22nd- HRC subcommittee will review applications• October 5th– HRC finalizes funding recommendations• November 1st- Final funding recommendations will be brought to council 9/6 City Manager ReportSLO In Motion Update• Sewer replacement work now includes waterline replacement work due to waterline breaks in the North Chorro/Foothill neighborhoods• Transportation and mobility improvements continuing in Laguna Lake neighborhoods, North Chorro/Foothill neighborhoods, and downtown• Expanding the protected bike median on Marsh this week.• Patching some streets (including Higuera) downtown this week• Slurry sealing will likely begin mid-September just after Cal Poly Week of Welcome concludes 9/6 City Manager ReportHousing Update 9/6 City Manager Report“Ready, Set, Go!” Wildfire Preparedness Town Hall Dates and Locations:Tuesday 9/27 – Bishop’s Peak Elementary – 451 Jaycee Dr.Wednesday 9/28 –Teach Elementary – 145 Grand Ave.Thursday 9/29 – C.L.
