The City of San Luis Obispo has returned to in-person meetings. Zoom participation will not be
supported. For those attending in-person, City facilities will be at limited capacity and masks are
strongly recommended.

email, please include the date of the meeting and the item number (if applicable). Emails will not
be read aloud during the meeting.
Voicemail - Call (805) 781-7164 and leave a voicemail. Please state and spell your name, the
agenda item number you are calling about, and leave your comment. Verbal comments must be
limited to 3 minutes. Voicemails will not be played during the meeting.

agenda. Although the Commission will not take action on items presented during

RECOMMENDATION
Review the proposed project in terms of consistency with the City’s Community Design
Guidelines and provide a recommendation to the Community Development Director.
1.0 PROJECT DESCRIPTION AND SETTING
The applicant is proposing a new 3,100 square foot service bay addition for an existing
automobile dealership to add 8 new service bays (see Attachment A). The project also
proposes a new trash enclosure on the north side of the building adjacent to the existing
northern service bays.

3.0 FOCUS OF REVIEW
The ARC’s role is to:
1. Review the project in terms of its consistency with the Community Design
Guidelines, and
2. Provide comments and recommendations to the Community Development
Director.

4.0 COMMUNITY DESIGN GUIDELINES / DISCUSSION ITEMS
The proposed development must be consistent with the requirements of the Community
Design Guidelines (CDG). Specific Chapters and Sections of the CDG that apply to the
project include (General Design Principles), Chapter 3 (Commercial and Industrial Project
Design) - specifically Section 3.4(A): Auto dealerships, and Chapter 6 (Site Planning and
Other Design Details). Staff has not identified any discussion items or concerns related
to consistency with the Community Design Guidelines.

Environmental Status: The project is categorically exempt from environmental review
under Class 1 (Existing Facilities) of Section 15301 in the State CEQA Guidelines
because the project proposes negligible expansion of an existing use that will not result
in an increase more than 10,000 square feet, the project is in an area where all public
services and facilities are available to allow for maximum development permissible in the
General Plan and the area in which the project is located is not environmentally sensitive.
6.0 ACTION ALTERNATIVES
6.1 Recommend findings of consistency with the Community Design Guidelines
(CDG). An action recommending approval of the application based on consistency
with the CDG will be forwarded to the Community Development Director for final
action. This action may include recommendations for conditions to address
consistency with the CDG.
6.2 Continue the project to a date certain, or uncertain. An action continuing the
application should include direction to the applicant and staff on pertinent issues.
6.3 Recommend findings of inconsistency with the Community Design Guidelines. An
action recommending findings of inconsistency should include findings that cite the
basis for denial and should reference inconsistency with the General Plan,
Community Design Guidelines, Zoning Regulations, or other policy documents.
