SUBJECT: DEI HIGH IMPACT GRANT FUNDING RECOMMENDATION
RECOMMENDATION
1. Receive the initial DEI Grant funding recommendations from the HRC Grant
Subcommittee; and
2. Make final DEI Grant funding recommendations to the City Council following full
commission discussion and feedback.
BACKGROUND
In 2021, City Council approved funding for DEI High Impact grants of $120,000. The
purpose of the funding was to enhance the sense of belonging for all people in our
community. This funding allocation is an effort to uplift and support local projects,
programs, or initiatives (“Projects”) that contribute to creating a San Luis Obispo that is
welcoming, inclusive, equitable, and safe. The DEI Taskforce ultimately awarded grants
to eight recipients (Attachment A). Following the initial grant program, the DEI Taskforce
made a recommendation to Council to provide ongoing annual funding in the amount of
$150,000 for DEI High Impact grants. During the FY21-23 financial planning process
Council approved ongoing funding of $150,000 a year for DEI high Impact grants within
the DEI Major City goal.
Due to a delay in hiring the inaugural DEI manager for the City, a grant cycle was not run
for FY21-22, however, the funds were rolled forward for FY22-23 resulting in one-time
available funding of $300,000. Applications closed on August 31, 2022, and a total of 42
applications were received (Attachment B). A subcommittee was formed on August 3rd at
the Human Relations Commission Regular Meeting to review the applications and provide
initial funding recommendations to the full commission for review. The subcommittee
members, Commissioner Kasprzak, Commissioner Carlotti, and Commissioner Souza,
reviewed all applications for alignment with the DEI High Impact grant program and
overall need.
NEXT STEPS
DEI grant recommendations will appear before the City Council on November 1, 2022 for
final review, approval, and public comment.
