SUBJECT: APPROVAL OF THE FY 2022-2023 HRC FUNDING PRIORITIES
RECOMMENDATION
Receive public comment regarding funding priorities and their alignment with community
needs and the current grant program. Review and approve the FY 2022-23 HRC Funding
Priorities for the Human Services Grants, formally known as Grants in Aid, and the
Community Development Block Grant program .
BACKGROUND
Annually, the Human Relations Commission reviews and evaluates the funding priorities
for the Human Services Grants formally known as Grants in Aid (GIA) and the Community
Development Block Grant (CDBG) program. The 2021-2022 funding priorities were:
Commissioners will review funding priorities, provide comments, or feedback, and then
vote to approve funding priorities for FY 2022-23.
NEXT STEPS
Following HRC approval, the funding priorities will be sent to Council for approval and will
be used in the selection of FY 2022-23 grant recipients for the Human Services Grants
and CDBG grants.
Human Services (GIA) Funding Priorities
Main Priority:
Homelessness prevention including affordable
and alternative housing, supportive services,
and transitional housing.
Other Priorities:
Hunger and malnutrition prevention
Supportive physical and mental health
services for those in need
Services for seniors, veterans and/or people
with disabilities in need
Supportive, development, and care services
for children and youth in need
Services encouraging Diversity, Equity, and
Inclusivity in marginalized communities,
including access to language services
CDBG Funding Priorities
1. Provide emergency and transitional
shelter, homelessness prevention
and services
2. Develop and enhance affordable
housing for low and very low-
income persons.
3. Promote accessibility and/or
removal of architectural barriers for
the disabled and elderly.
4. Enhance economic development (to
include seismic, low- and moderate-
income jobs).
