Approve plans and specifications for the Storm Drain Repairs at Jeffrey and Cerro Romauldo Project, Specification No. 91181. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid for the Storm Drain Repairs at Jeffrey and Cerro Romauldo Project is within the Engineer’s Estimate of $252,000 DISCUSSION A large portion of the City’s storm sewer pipeline infrastructure is comprised of corrugated metal pipe (CMP). In the 1960’s and 1970’s, CMP was the industry standard due to its inexpensive material cost, ease of installation and projected 50-year design life. In the City’s experience, CMP has proven to have a life of 20 to 30 years. CMP typically fails by friction from the action of flowing water with rocks and sediment, corrosion, or both. Once the integrity of the pipe has been compromised, the pipe’s surrounding soil becomes susceptible to piping (soil picked up by flowing water and carried away) and the pipe will eventually collapse. The proposed project will address a failing CMP drain system on Jeffrey Drive, Cerro Romauldo and in easements over private property at 299 Cerro Romauldo. The project will install three catch basins and approximately 325 linear feet of pipe and box culvert. The project will also reroute the new storm drain system to stay completely within the Public Right of Way. On March 1, 2005 Council received the Storm Sewer Management Plan and directed staff to pursue CMP replacements with the goal of replacing all the City’s CMP within 50 years. The City’s storm drain system is comprised of 70,000 lineal feet of pipe of which 22.4% are CMP. To date 4,000 lineal feet has been replaced. Measure Y funding is the primary funding source for this work and for the next five years the annual CMP replacement effort is between $300,000 to $600,000 per year. CONCURRENCES This project is exempt from environmental review since it is a maintenance and replacement project and a Notice of Exemption has been filed through the Community Development Department. An additional $316,000 was approved in the 2013-14 fiscal year. However, $90,705 was approved for use to fund CMP work on this year’s street reconstruction project bring the available balance of the CMP Master Account to $262,647. Additional funding is available in the Completed Projects Account from the recently complete Andrews Bypass project in the amount of $22,488. A budget amendment request will be completed at time of contract award to transfer funding into this project’s account.
