Mejia, City Clerk SUBJECT: VICE MAYOR APPOINTMENT FOR 2014 RECOMMENDATION: Appoint Council Member Carlyn Christianson as Vice Mayor to serve a one-year term commencing upon appointment. DISCUSSION Section 408 of the City's Charter requires that the Council elect one of its members to serve in the position of Vice Mayor. Section 3.2 of the Council Policies and Procedures provides that the appointment of the Vice Mayor shall be for a one-year term, that the appointment shall be made on a rotational basis, and that the appointment shall go to the next senior member. This practice ensures that each Council Member will have an opportunity to serve as Vice Mayor during his or her term. Following current Council policy of rotating the Vice Mayor position, and consistent with Council practice over the past seven years , Council Member Christianson is next in line for the opportunity to serve as Vice Mayor. The appointment of Vice Mayor for the prior seven years has been as follows: Council Member Mulholland – 2007 Council Member Brown – 2008 Council Member Settle – 2009 Council Member Carter – 2010 Council Member Ashbaugh – 2011 Council Member Carpenter – 2012 Council Member Smith – 2013 Council Member Christianson (Current Recommendation) Looking to the future, the rotation dictates that Council Member Ashbaugh would serve in 2015. A Council Member has requested clarification as to the recommendation of Council Member Carlyn Christianson for appointment to Vice Mayor. Section 3.2 of the Council Policies and Procedures reads as follows: The appointment of the Vice Mayor shall be for a one-year term and is made on a rotational basis, the appointment going to the next senior member. The Vice Mayor shall be appointed at the first meeting in December The practice of rotating the position of Vice Mayor ensures that each Council Member will have an opportunity to serve as Vice Mayor during his or her term. Each of the sitting Council Members has served as Vice Mayor during their current term with the exception of Council Member Christianson. Council Member Ashbaugh — 2011 Council Member Carpenter — 2012 Council Member Smith — 2013 Former Council Member Andrew Carter was next in rotation for the position of Vice Mayor. Council Member Christianson was elected to the unexpired term of Mr. Carter and her term is to expire in November 2014. In regard to the requirement that the appointment go to the next senior member, it is staff's interpretation that the position go to the next senior member that has not yet served as Vice Mayor. Therefore, it is recommended that Council Member Christianson be appointed to Vice Mayor.
