SUBJECT: WATER TANK MAINTENANCE 2014 PROJECT, SPECIFICATION NO. 91152
RECOMMENDATIONS
1. Approve the Special Provisions for “Water Tank Maintenance Project 2014, Specification No.
91152.”
2. Authorize staff to advertise for bids.
3. Authorize the City Manager to award the contract if the lowest responsible bid is within the
Engineer’s Estimate.
DISCUSSION
Background
The City has over 180 miles of pipeline providing potable water to its citizens and businesses.
Water storage is provided in 11 tanks and two reservoirs located throughout the City ranging in size
from 40,000 gallon to 7.5 million gallons. The reservoirs are a combination of above grade steel
tanks and underground concrete reservoirs with a total combined storage capacity of approximately
26 million gallons.
Regular maintenance of water storage tanks is important for economic, environmental, and health
reasons. The effects of corrosion to steel tanks, for instance, can lead to structural failure, leaks, and
water contamination which can affect the health of its users. In 2009, the City hired Advantage
Technical Services (ATS) to inspect the interior and exterior of seven of the City’s water storage
facilities and prepare written assessment reports with the observations, recommendations, and
preliminary cost estimates. Following the inspections, staff worked with ATS to assign a priority
ranking to each of the recommendations for maintenance. Due to deteriorating conditions of the
Edna Saddle and Rosemont water storage tanks, such as coating deficiencies resulting in significant
corrosion, their maintenance and repairs were identified as a high priority.
The Bishop Tank was not included in the initial inspection reports; however significant coating
failures have been observed since its construction in 2006. Staff has determined, with supporting
recommendation from ATS, that maintenance repairs to this facility are also considered high
priority.
Project Summary
The Water Tank Maintenance 2014 project is part of an ongoing program of maintenance to the
City’s water supply facilities. The 2011-12 Mid-Year Budget Review identified the Edna Saddle and
Rosemont water tanks as an urgent maintenance project due to intrusive corrosion at both tanks.
The Bishop Tank maintenance was added to the project in 2013 as staff has observed significant
delamination and deterioration of the exterior coating and determined that any further delay in

making repairs could result in higher costs and significant structural deficiencies. Additionally,
further deterioration at the Edna Saddle tank roof has occurred in the time since the project was
originally scheduled and it was determined those repairs should take place at this time as well.
In general, the project includes:
• Preparation and exterior coating of Edna Tank
• Caulking of the chime/concrete interface of Edna Tank
• Spot repair of exterior coating at Edna Tank
• Spot repair of exterior and interior coating at Rosemont Tank
• Welded steel patch repairs at Rosemont Tank
• Interior ladder modification at Rosemont Tank
• Cleaning and disinfection of the interior of Rosemont Tank
• Preparation and exterior coating of Bishop Tank roof and knuckle
• Spot repair of exterior coating at Bishop Tank
These repairs are essential to prevent structural failures and water contamination which could pose
potential health and safety risks to their users, as well as provide safer working conditions for City
maintenance staff.
CONCURRENCES
The Public Works Department staff concurs with this request. Community Development Department
has granted a Categorical Exemption in accordance with the California Environmental Quality Act
(CEQA).
FISCAL IMPACT
The Edna Saddle and Rosemont Tanks Maintenance project is identified in the 2011-12 Mid-Year
Budget Review, page C-31, with $66,600 for design, construction, and construction management
services. A total of $25,990 was previously awarded to Advantage Technical Services for
Professional and Technical Services. This leaves an available balance of $40,610. The design
services portion of the project will be paid to ATS from the current encumbrance (29712) which has
an available balance of $10,105.00. With the additional repairs to Edna and the addition of Bishop
Tank maintenance, the Engineer's Estimate of construction cost of the entire project is $223,715.
The additional $178,755 needed will be funded from Water Fund Working Capital. A Budget
Amendment Request will be processed at time of contract award to transfer funding from Water
Fund Working Capital to the project’s construction account.

ALTERNATIVES
Defer the Bishop Tank Maintenance. This alternative is not recommended. If the delamination of
the coating is not corrected in the near future, the resulting corrosion will cause the water storage
tank to more rapidly deteriorate to the point of requiring more costly repairs and potentially
jeopardize the health and safety of customers and staff.
