We believe those concerns compel scrutiny of not only Mr. Dayspring’s relationships, but also those of any member of the NHC applicant or business team with which he was so integrally involved. I recognize the frustration with the delays, but Mr. Dayspring’s activities were obviously outside the City’s knowledge and control, as were the, apparently quite extensive, behind the scenes financial, management, and contractual arrangements involving Mr. Dayspring and other applicants and operators, including MOMs. The State’s recent emergency regulations further compel a detailed evaluation of those relationships. In light of the extensive financial interrelationships, we think it is premature to proceed with a meeting until we are able to ensure a complete and accurate understanding of the relationships, both under the new State regulations and the City’s ordinances.
