SUBJECT: Meeting with President Armstrong and the Cal Poly executive team at Cal
Poly Administration 9/18/13 regarding proposed physical changes for the
San Luis Obispo Land Use and Circulation Element Update.

The City was invited to present an overview of the potential physical land use and
circulation changes being recommended by the Task Force and the Planning Commission
for consideration by the City Council in October. The overview was well received and
sparked lively discussions of the University's plans, town -gown relationships and
opportunities for collaboration.
A packet of materials highlighting SLO neighborhood concerns was shared along with
positive recognition of Cal Poly's efforts: hiring new Off - Campus Student Life
Coordinator; addition of neighborhood representatives on the Community Civility
Working Group; contributions of Keith Humphrey invoking new student disciplinary
measures for off - campus behavior.
Some of points made by the university included:
• President Armstrong seeks to reach a goal that all freshman and sophomore
students live on campus. He also noted that on- campus housing will grow along
with increased enrollment, resulting in a projected 50150 split of housing on
campus and in the SLO community. Greek housing on campus is also projected.

• Currently Mustang Stadium is the only on campus venue with the capacity to
handle large gatherings such as incoming freshman and their families. Cal Poly
recognizes the need for a better venue and a potential site has been identified in
the Campus Master plan. Potential donors (including alumni) have approached
Cal Poly to collaborate on a project. Conversations include a hotel /conference
center similar to those at Cornell and Michigan State universities possibly shared
by Cal Poly and the City. Available land of 9 to 10 acres would be required,
either on campus or in SLO.
• Visions of "Learn by Doing" opportunities shared:
• Hotel management program, a possible public /private partnership.
• Use of City & Regional Planning and Landscape Architecture students to
assist with design projects.
• Winery located on campus.
• Student interns and senior projects, a resource for community benefit.
• Cal Poly staff provided positive feedback on the proposed land use and circulation
changes the City may pursue through the LUCE update process.
• Regarding the proposed new dorms near Grand and Slack streets, Cal Poly staff
inquired about issues the community /neighborhood might have with the project.
City staff indicated that building height, noise, parking and neighborhood
compatibility would likely be issues. Several letters from community members
and Residents for Quality Neighborhoods regarding the proposed dorms were a
part of the introductory packet.
• Executive staff, previously from other universities, observed their discomfort with
speed limits (higher than their expectations, i.e. Tank Farm & Madonna Rds.),
size of bike lanes and the number and minimal length of On and Off ramps to and
from Highway 101.
• Energized communication experienced prompted group consideration of an open
format meeting quarterly to highlight City and University programs.
