Good afternoon, Phil Wagner:
I received your inquiry and email from the City’s Clerks Office addressed to the Parks and Recreation
Commission (PRC) regarding the Righetti Ranch park properties and project timelines. As the Staff liaison to
the PRC, I wanted to provide some clarification on the expectation for tonight’s PRC meeting, as well as
background regarding the Righetti Ranch park system.
The City Parks and Recreation Department is eager to start the design process for the Righetti Ranch
neighborhood park systems. The impacts of COVID delayed the staff in initiating the traditional community
workshops due to a shift in City resources (staff and priorities) over the past 2 years. Staff are anticipating
being able to move forward with the community forums as the City’s Public Works Department recently hired a
Project Manager to support the park system designs and construction. A Request For Proposal for the design
of the project is currently out for bid with an expectation of closing in early November. We know that both staff
and the community are excited for the planning, development, and construction of the park systems.
I’ve provided some background and context below, as well as encourage you to connect with Management
Trust who oversees the HOA, as City Staff have been keeping the residents updated on the status and
timelines associated with the park development. Additionally, I’ve been communicating with a local resident
who also manages a Righetti Ranch Facebook Page. I’ve been attempting to provide status updates to them
when possible so they may keep the community updated. If you are not already following or have her contact,
I suggest that this could be a good way to stay current.
Some background and context to help provide you more information:
The Righetti Ranch development has multiple park locations. The original concepts were first created for the
developer back in 2016. The developer opted to not build the park system, but rather provide the park acreage
and in-lieu fees to the City. This arrangement naturally delays the project as the City follows a forecasted
Capital Improvement Project list. The funding for the comprehensive park system is in the City’s 2021-2023
Financial Plan. Please note that the initial concept designs that were created for the developer in 2016 and
some options and amenities have evolved based on the community’s input of the Parks and Recreation master
plan (Parks + Recreation Blueprint for the Future: 2021-2041). The Righetti Ranch park system is a priority for
the City. Once the landscape architecture firm is under contract, City staff can initiate the community
workshops for input on the current concept features and park amenities to incorporate any updated desires
and amenities. I can state that the trailhead and trail system (off of Twin Creeks Rd) along Righetti Hill (Mines
Hill) has been able to move forward. The fencing to define the property was completed and the City’s Ranger
Service staff are currently outlining the trails to the top and back around. This will be a project that the
Rangers will be working on in fall 2022.
When the community workshop forums are scheduled, communication from the City will go out to all residents
of the Righetti Ranch development and I have requested that the HOA assist with that outreach process. Staff
are hoping to plan multiple days/times to ensure proper opportunities for community feedback. Based on the
input, the timeline for final design and construction would then occur with an expectation that some parks could
be built in phases to provide services and amenities in a quicker timeline. Again, staff are anticipating a signed

contract in the coming months and then a community forum timeline which would allow for conceptual design
modifications to occur, leading into final plans developed after that process.

Hello Commission members - this inquiry is in regard to the Righetti Ranch Park timeline. Today's
agenda will address a Public Input timeline. One thing the Righetti Ranch homeowners want to know
is when will the park be completed.
Also, when will the parklet (that is supposed to include a community garden) on Righetti Ranch Road
be completed.
