As residents on Mill St. we are concerned that the Monterey St. project does not comply with the Community Design
Guidelines. In section 1.4, Goals for Design Quality and Character, it states "consideration of the site context in terms of
the best nearby examples of massing, scale" and "Protect the scale". 5 story edifices do not fit in the scale of the
buildings along Monterey Street nor in the neighboring areas. The panoramic photo on Santa Rosa Street shows 5 story
edifices are not within the scale of buildings not just in the neighborhood but in the entire city. Section 2.2 A . " Keep
building elements in proportion", "Proportion, ... rhythm and balance should prevail in building design". Scale and size
are also part of section 3.1. A1 states "Consider San Luis Obispo’s small town scale" and B2, "Neighborhood
compatibility". Are 5 story edifices that take up the entire space between California Street and the railroad tracks, CITY
compatible? 5.4 A 1New development should respect the privacy of adjacent residential uses through appropriate
building orientation and structure height 2 C Scale. Because multi-family projects are usually taller than one story, their
bulk can impose on surrounding uses. The larger scale of these projects should be considered within the context of their
surroundings. Definitely 5 stories edifices are not compliant with current code and do not fit in a neighborhood of 1 or 2
story buildings. Plus as can be seen on the plans, each of the 2 buildings have on top of the 5 stories more structures
adding to the height of the buildings.
Setback exemptions are being requested and this is not compliant with Design Guidelines, 5.4 A3. Multi-family
structures should be set back from adjacent public streets consistent with the prevailing setback pattern of the
immediate neighborhood. 3.1 B 2c. Appropriate building setbacks and massing
Guidelines state the height should be appropriate to the street width. Were any streets constructed with the idea that
5+ story edifices would be built on the street?
Another Goal C 2 Maintain views of hillsides surrounding the city. These 5 story edifices will impinge the view for all
residents from Monterey to Mill St. 5 story edifices DO NOT enhance the views of the hills. In fact the buildings will
block portions and for some residences the entire view of the hillsides. 5.2 E 2a Natural amenities (such as VIEWS,
mature trees, creeks, riparian corridors, rock outcrops, and similar features) should be preserved. Preservation of the
view is not possible for the neighborhood of 5+ story edifices.
ARC needs to recommend that the project comply with the Guidelines and not exceed the 4 story limit and remain
within setback limitations. The scale of the project does not fit the neighborhood NOR the city. The view for the
neighboring residences will be greatly impinged by 5+ story edifices. ARC needs to follow the guidelines and make sure
that there is less infringement on the view for the neighbors, that the scale of the buildings fits the city and its small
town scale.
