1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Architectural Review Commission was
called to order on September 19, 2022 at 5:04 p.m. in the Council Chambers at
City Hall, 990 Palm Street, San Luis Obispo, by Chair Mayou.

3.a CONSIDERATION OF MINUTES - AUGUST 15, 2022, ARCHITECTURAL
REVIEW COMMISSION MINUTES
Motion By Commissioner Abbas
Second By Commissioner Clark
Approve the Architectural Review Commission Minutes of August 15,
2022.
Ayes (3): Commissioner Abbas, Commissioner Clark, and Chair Mayou
Abstained (1): Commissioner Arens (per Advisory Body bylaws,
abstentions count as a yes vote)
Absent (3): Commissioner DeMartini, Commissioner Domine, and Vice
Chair Pineda
CARRIED (4 to 0)
4. PUBLIC HEARINGS
4.a 3805 ORCUTT ROAD (ARCH-0118-2022) REVIEW OF THE
RESIDENTIAL BUILDING PROGRAM FOR DEVELOPMENT OF 26
SINGLE-FAMILY DWELLINGS WITHIN THE ENCLAVE AT RIGHETTI
Assistant Planner Walter Oetzell presented the staff report and responded
to Commission inquiries concerning vacant lot applications and Orcutt
Area height guidelines.
Applicant representative, Ron Ritner, provided a brief overview of the
project design considerations and responded to questions raised.
Chair Mayou opened the Public Hearing.

Motion By Chair Mayou
Second By Commissioner Clark
Find the residential building project proposed for the “Enclave at Righetti”
as consistent with applicable design standards and guidelines and
recommend approval to the Community Development Director, with the
following considerations:
- Modify the "Modern Design" to look less duplicative (garage and house).
- Correct lot 16 garage height to single level, remove stairs from plan.
- Ensure that the discussed sound wall between the project and Orcutt
Road is shown on the plans.

Senior Planner Rachel Cohen provided an update of upcoming projects.
6. ADJOURNMENT
The meeting was adjourned at 5:56. The next Regular Meeting of the
Architectural Review Commission is scheduled for October 3, 2022, at 5:00 p.m.
in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
