1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on
October 4, 2022 at 5:30 p.m. in the Council Chambers, 990 Palm Street, San
Luis Obispo, by Mayor Stewart.
2. PLEDGE OF ALLEGIANCE
Council Member Shoresman led the Council in the Pledge of Allegiance.
3. PRESENTATIONS
3.a PROCLAMATION - DATING AND DOMESTIC VIOLENCE ACTION
MONTH
Mayor Stewart presented a proclamation declaring month of October as
"Dating and Domestic Violence Action Month" to Chelsea Dixon on behalf
of Lumina Alliance.
3.b PROCLAMATION - MAYOR'S MONARCH PLEDGE DAY
Mayor Stewart presented a proclamation declaring October 8, 2022 as
"Mayor's Monarch Pledge Day" to Courtney Kienow and Jan Simek on
behalf of Priolo Martin Park.
3.c PROCLAMATION - INDIGENOUS PEOPLES DAY
Mayor Stewart presented a proclamation declaring October 10, 2022 as
"Indigenous Peoples Day" to Mona Olivas Tucker, Tribal Chair of
yaktityutityuyaktilhini Northern Chumash Tribe of San Luis Obispo County
and Region.

3.d PROCLAMATION - FIRE PREVENTION WEEK
Mayor Stewart presented a proclamation declaring the week of October 9
- October 15, 2022 as "Fire Prevention Week" to Fire Chief Keith Aggson
and Fire Marshall Rodger Maggio on behalf of the City of San Luis Obispo
Fire Department.
3.e CITY MANAGER REPORT
City Manager Derek Johnson provided a report on upcoming projects.

5.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Waive reading of all resolutions and ordinances as appropriate.
5.b MINUTES REVIEW - SEPTEMBER 20, 2022 COUNCIL MINUTES
Approve the minutes of the City Council meeting held on September 20,
2022.
5.c APPROVE A REQUEST TO INCLUDE PROPERTY AT 1421 GARDEN
STREET IN THE INVENTORY OF HISTORIC RESOURCES AS A
MASTER LIST RESOURCE (HIST-0337-2022)
Adopt Resolution No. 11365 (2022 Series) entitled, “A Resolution of the City
Council of the City of San Luis Obispo, California, adding the property
located at 1421 Garden Street to the Master List of Historic Resources as
‘The D.M. and Carrie Proper Meredith House’."

5.d AWARD CONSTRUCTION CONTRACT FOR CITY HALL MEETING
ROOM TENANT IMPROVEMENTS, SPECIFICATION NUMBER 1000055
1. Award a Construction Contract to Quincon, Inc. in the amount of
$330,280 for the City Hall Meeting Room Tenant Improvement,
Specification No. 1000055; and
2. Appropriate $160,000 from the Capital Projects Reserve Fund to
the project account (1000055); and
3. Authorize the Finance Director to return unspent Capital Reserve
funding to the Capital Projects Reserve Fund balance after project
completion; and
4. Adopt Resolution No. 11366 (2022 Series) entitled, “A Resolution
of the City Council of the City of San Luis Obispo, California,
authorizing use of Capital Projects Reserve Fund to support the
City Hall Meeting Room Tenant Improvement Specification Number
1000055.”
5.e AUTHORIZATION TO ADVERTISE A REQUEST FOR QUALIFICATIONS
FOR ON-CALL SCANNING SERVICES
1. Approve the Request for Qualifications (RFQ) to provide scanning
services; and
2. Authorize the City Manager to execute agreements with selected
consulting firms; and
3. Authorize the Finance Director to execute and amend Purchase
Orders for individual consultant services contract in an amount not-
to-exceed the authorized project budget; and
4. Authorize the Community Development Director to amend or
extend the agreement for services in accordance with its terms and
conditions, and within the available annual budget.
5.f ADOPT A SUPPLEMENTAL SALARY SCHEDULE REFLECTING 2023
MINIMUM WAGE INCREASES
Adopt a modified Supplemental Employee Salary Schedule as necessary
to comply with Senate Bill No. 3, Chapter 4, an act to amend Sections 245.5,
246, and 1182.12 of the Labor Code, relating to labor, requiring a minimum
wage of $15.50 per hour effective December 22, 2022.

6. PUBLIC HEARING AND BUSINESS ITEMS
6.a FY 2021-22 UNAUDITED YEAR-END REPORT AND REVIEW OF THE
2023-25 FINANCIAL PLAN CALENDAR
Finance Director Brigitte Elke and Principal Budget Analyst Natalie Harnett
provided an in-depth staff report and responded to Council questions.

1. Receive and file the FY 2021-22 Year-End Budget Report and
unaudited year-end results; and
2. Adopt Resolution No. 11367 (2022 Series) entitled, “A Resolution of
the City Council of the City of San Luis Obispo, California, approving
amendments to the 2022-23 Budget Appropriations"; and
3. Receive and discuss the 2023-25 Financial Plan calendar in
preparation for the 2023-25 goal-setting process.

6.b INTRODUCE AN ORDINANCE TO AMEND CHAPTER 13.12 OF THE
MUNICIPAL CODE TO ADD AN UNDERGROUNDING DISTRICT
COMPRISING THE LIMITS OF THE PRADO BRIDGE REPLACEMENT
PROJECT AND ADOPT A RESOLUTION APPROVING THE MITIGATED
NEGATIVE DECLARATION FOR THE PROJECT
Public Works Director Matt Horn and Engineer III Wyatt Banker-Hix
provided an in-depth staff report and responded to Council questions.

1. Introduce a Draft Ordinance entitled, “An Ordinance of the City
Council of the City of San Luis Obispo, California, amending
Section 13.12.040 of the San Luis Obispo Municipal Code to
Establish a New Underground Utility District 16”; and
2. Adopt Resolution No. 11368 (2022 Series) entitled, “A Resolution
of the City Council of the City of San Luis Obispo, California,
approving the Mitigated Negative Declaration for the Prado Bridge
Replacement Project” adopting the final Initial Study – Mitigated
Negative Declaration (IS-MND).
Ayes (5): Council Member Marx, Council Member Pease, Council Member
Shoresman, Vice Mayor Christianson, and Mayor Stewart

7. LIAISON REPORTS AND COMMUNICATIONS
Council Member Marx provided a report on the APCD meeting.
Council Member Pease informed the Council about a Safe Streets Forum hosted
on by SLOCOG on October 14 and 15.
Mayor Stewart indicated almost all the Council attended the ribbon cutting for the
new Animal Shelter. Mayor Stewart also attended the following events: Veterans
Outreach 10-year Anniversary at the Pad, the SLO Advisory Committee for
REACH, and the National Drive Electric Week event.
8. ADJOURNMENT
The meeting was adjourned at 8:25 p.m. A Special Closed Session Meeting of
the City Council is scheduled for October 11, 2022 at 5:30 p.m. in the Council
Hearing Room. The next Regular City Council Meeting is scheduled for October
18, 2022 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San
Luis Obispo.
