Dear ATC members, Item 1 I believe that continuing to implement the ATP with focus on Tier 1 should be the main priority of our Climate Action Plan Work Program as it relates to active transportation. As an anecdote, when encouraging my co-workers to commute to work by bike rather than a single occupancy vehicle, the feedback I get is they do not feel safe (one would need to use either Madonna or South Higuera to get to my office). Access to a bike is not an issue; feeling safe is. I agree with the initial assessment that a bike share program is a want and not a need. Let's keep focus on implementing the Tier 1 infrastructure to improve safety and perceptions of safety. Safety is the barrier for increasing ridership that needs to be prioritized; not access to a bicycle. Item 2 I encourage the committee to continue support for repurposing on-street parking and other public right of way space for people who walk and bike. Let's disincentive on-street parking and encourage use of parking garages downtown. Rotterdam repurposed 3000 spaces between 2016-2020! Strasbourg removed 1,980 on-street parking spaces to repurpose the space for bike lanes & improved pedestrian infrastructure by relocating the spaces to four off-street garages. I like the idea of area parking permit programs with some fee structure to disincentivize single occupancy vehicles and reduce spillover issues for residents. As a resident just outside of downtown I would welcome being required to buy a permit to use on-street parking in my neighborhood. Allowing non-residents to purchase a virtual pass via their phone to park in a neighborhood is a good idea. Using these permit fees to fund active transportation projects would be a win-win by disincentivizing car trips while improving bike/ped infrastructure. I support mobility safety fines. Almost every commute through downtown I observe visitors, vendors, and service vehicles parked in the bike lanes. Trash cans as well are regularly placed in the protected bike lanes. Ideally these fines could be given based on reports by commuters who take a photo of the offender's license plate. 1 As always, thank you for everything you do in serving our community.
