Proposal Submittal Summary Blink response: Blink Charging (Blink) commends the City of San Luis Obispo for being recognized as a global leader on climate action. According to Central Coast Public Radio (KCBX), for the second year in a row San Luis Obispo was recognized by the Carbon Disclosure Project (CDP) for its leadership on climate action. The CDP runs the global disclosure system for investors, companies, cities, states, and regions to manage their environmental impacts. San Luis Obispo earned a place on the CDP’s “A List” for its leadership on climate action. It is one among a very select few - just 95 cities worldwide and one of nine in California out of 965 cities evaluated for environmental action and transparency that earned a place on the “A List”. Blink is excited about the opportunity to partner with a climate action leader like San Luis Obispo. Blink was founded with the mission to do our part in slowing climate change by reducing greenhouse gas emissions caused by transportation. We tap into the power of electric vehicles (EV). Our company always has, and continues to be, a driving force in the EV industry. Blink’s proposal fully supports San Luis Obispo’s goal of carbon neutrality by 2035, one of the most ambitious carbon reduction goals in the nation. More specifically, our proposal aligns with the fourth pillar of San Luis Obispo’s Climate Action Plan for Community Recovery:Connected Community -Achieve General Plan mode split objective by 2030 and 40 percent of vehicle miles travelled by electric vehicles by 2030.1 Blink’s proposal envisions a streamlined and expedited approach to expanding EV infrastructure to support adoption and use of EVs and electric VMT. Transportation is the biggest greenhouse gas emissions sector in the community. Scope of Work The City seeks proposals from qualified vendors that can install, operate, and maintain open-source public DC Fast Charging (DCFC) and Level 2 Charging Stations, as feasible, on City-owned properties and in public rights of way. Proposers may identify only DCFC chargers, only Level 2 chargers, or both. The selected vendor will be responsible for and cover all costs associated with the procurement, installation, operation, and maintenance of new charging stations on City-owned properties. If a proposing vendor believes that the intent of the project can be achieved through an alternative scope of work, the City will accept their proposal for review so long as the amendments to the proposed scope of work contained herein are adequately justified. Task 1. Site Identification The City is interested in deploying the maximum number of DCFC and Level 2 chargers as rapidly as possible. Respondents will identify and propose strategic locations at which to deploy charging stations. In the interest of supporting the assessment, the City has identified three locations as potential sites for new DCFC charging station deployment and defers to proposers on these sites’ viability and the inclusion of additional sites: ▪Lot 9: 680 Monterey St., San Luis Obispo, CA 93401 ▪Calle Joaquin Park & Ride Lot: 1530 Calle Joaquin, San Luis Obispo, CA 93405 ▪Santa Rosa Park Lot: 1050 Oak St., San Luis Obispo, CA 93405 Please note that these sites are only provided to support the assessment and any public parking lot, parking space or garage is eligible for consideration. Task 1 will include the submittal of a concept-level map identifying initial proposed locations, or priority areas, for proposed installations. This map should be accompanied by a brief summary of methods and/or key criteria that informed site selection, such as adjacent uses, land use densities, or considerations based on the proposed service model.Overall, the City wishes to maximize the number of new charging stations installed at strategic locations. Final site selection for charging infrastructure deployment is subject to approval by the City. Bidders may include proposals for a longer term. Term proposals should also include details about asset decommissioning and/or right to transfer ownership at the conclusion of the term. ●Be responsible for ensuring the maintenance of the chargers including cables, ancillary equipment, and any awnings, canopies, shelters and information display kiosks for signage associated with the charger. “Maintain” as used in this RFP shall mean, “to provide all needed repairs or desired and approved alteration, as well as regular maintenance needed to ensure optimal performance and minimize downtime. Equipment shall be kept safe and presentable.” ●Ensure that the equipment at each EV Charger is operational with uptimes consistent with industry standard best practices. It is the Contractor’s responsibility to ensure the uptime commitments are met for each individual charger and that interruptions are remedied within a pre-arranged and agreed upon time frame. ●Not, during the period of operation, move a charging station, sell or take a charging station out of service for any reason, without prior written approval from the City. Our 10-year proposed term includes all warranties on equipment, labor, maintenance and repairs. Blink hosts can use these reports for sustainability reporting, marketing, accounting, etc. Data in the Blink Network is real time. Hosts can create users for their equipment with varying levels of permissions and can provide reporting only permission for dedicated users to create, download and manipulate reports. The Blink Network allows hosts to create custom reports on charging station activity. Reports can be customized by timeframe, so you can see how the use of your stations changes from weekdays to weekends and overtime, as more EV drivers become aware of its availability. If you notice your chargers are always busy during specific times, it may be an opportunity to add more charging stations at your location. Custom reports will provide you with the ability to create reports based on your business needs. You can filter by specific parameters, add and remove fields, and save the custom reports. ●Blink provides a rich user experience from a charging station user interface and from a Blink Network Central System standpoint. The Blink Network is accessible by multiple devices and browsers and provides standard and customized reporting functionality in addition to dashboards which reflect utilization, sustainability metrics, and charging station health statuses. Integration with 3rd party platforms can be supported using the Blink Map API and using the Open Charge Point Interface (OCPI). There is no explicit charge for use of the Blink Network or Blink App however, there is a network connectivity fee charge. With the Blink Network reporting tools site hosts can create standard, periodic and customized reports. Reports can detail single charging station data or can be generated for select or a host’s entire list of Blink chargers. Customer Support Services Provide customer service support as follows: ●Provide customer support for the duration of the contract, with the ability to provide customer support/or extend after the completion of the contract. ●Resolve customer issues over the telephone. This facility is staffed by full-time Blink employees that field customer phone call and email contacts, coordinate repair/replacement services, and assist customers with navigating the Blink Network cloud-based software platform. Blink’s Technical support team is available from 5:00am to 7:00pm Monday through Friday and 8:00am-5:00pm on Saturdays. Driver Support: ●Blink has a proprietary nationwide charging Network, 24/7/365 NOC (Network Operations Center) for EV driver support. Support is multilingual - available in English and Spanish. Blink provides remote management via our Network Operations Center (NOC) ●Blink technical support, the Network Operations Center (NOC), is available to assist station Blink site hosts with issues ranging from account setup, account maintenance, fleet set-up, reporting, charging session initiation, charging station technical issues, replacement of fleet cards, and repair or maintenance requests. The NOC is able to remotely troubleshoot most common charger issues and get equipment back online with minimal site interruption. Tech support is available 5am to 7pm Monday through Friday and 8am-5pm Saturday. C. Blink response: Sustainability As Blink Green Initiatives Blink was founded with the mission to do our part in slowing climate change by reducing greenhouse gas emissions caused by transportation; therefore, Blink has a robust and ever-expanding green program. The volunteer Green Team committee directs the Company’s green efforts. The committee represents a mix of professionals across Blink locations. They meet regularly to discuss corporate green policies, identify new green initiatives, implement, and when appropriate, report on the Company’s environmentally friendly and sustainability policies. EV Incentive Blink makes an electric vehicle incentive available to all employees to encourage them to make the switch and drive an electric vehicle. The incentive is easy to get; simply show evidence of owning a plug-in hybrid or electric vehicle and receive it automatically each month. There is no maximum payout on the program’s incentive over time, and all employees are eligible from their first day at Blink.
