Thank you Eric Meyer Council, I have an idea I am calling "Troll House ". This is my personal idea which has not been seen by the task force. I realize it is a bit late in the game but I felt that the idea was interesting enough that should be vetted via the LUCE process to see its constraints and possibilities. The benefits of a safe connecting rr safety trail bike path are obvious... But the negative effects of closing a portion of pepper st. should be analyzed via the EIR. I have been looking at the idea of the city giving a long term lease to a developer... or possibly even giving the fee to a portion of Pepper st. north and south of Monterey st. The City would reserve an easement across the property roof for a bike path. This could also be a housing authority project... or another non profit. Pepper st. has very little traffic and is 50 feet wide. If the city were to sell off an approx 24 foot wide section... along the eastern side of Pepper... beginning around Palm an Pepper... and continuing to approx Higuera and Pepper... this could facilitate the building of a 4% grade bike path along the roof tops of two new mixed use buildings that take up the space under the path. This section of the RR safety trail is the most difficult and expensive portion of the future path... and this idea offers a safe an cost effective way to solve the dilemma I have drawn a green line on the attached photo to represent the roof of the new buildings. At the north end of the building... i.e. Palm st.... the city would build a ramp that continues that 4% grade path up Pepper so that it levels out at Mill. Same goes for the section south of Higuera to the small parking area between the RR tracks and Pepper. All together this portion of the RR safety trail would be approx 1000 feet long. The only actual bridge would be between the two buildings on opposite sides of Monterey. Facing Monterey are two work live suites. behind these suites and facing the now narrow bike BLVD ground level Pepper st. are a couple of studio apts. Two on the south side of Monterey... two on the north side of Monterey. This is a complicated thing to visualize... but it will work. The new parcels would be 20 by approx 300 feet... which equates to 6000 sq. ft.per each new parcel. Each building would require 4 parking spaces which could be accommodated under the extensions to the ramps next to the buildings I think. As part of this idea... Pepper st. becomes a bike blvd so that Monterey st cyclists can climb up or down to the path along Pepper. Additionally... Pepper st. would take priority over Mill... which would add a stop sign at Mill for Mill St. traffic. This would effectively get the RR safety trail all the way to Marsh st as a safe bike route... mostly free of auto traffic except for the Pepper st. local traffic for those few homes that access from pepper. There would be no view obstruction... as the rr already obscures any views that the new bike path might. Additionally we could spell out UPTOWN on the side of the bike bridge facing the upper Monterey section.... which would help give the area an identity. Anyway... just brainstorming away on a sunday afternoon. I think this idea could work in some sort of joint partnership kind of way... although I am unclear on who the partners all are! The green line on the photo below represents the elevation of the bike path ... the pink line is the bike blvd below. The two new buildings would be between the pink and the green... on either side of Monterey st.
